UPDATED18OCT 2026

ICE and immigration enforcement

The independent 287(g) Watch profile, updated October 16, 2026, lists a Campbell County Sheriff's Office Task Force Model agreement dated May 8, 2025. That is a dated index finding; the underlying signed agreement and local enforcement totals have not been independently verified for this edition.

Read the Campbell County ICE agreement records report for the finding and its limits. The ICE and 287(g) resource guide explains the federal framework, identifies the available document trail and points to the responsible public office for records. Our national 287(g) overview provides broader background.

Faith, religious expression and church activities

Virginia law protects voluntary student prayer and the freedom to participate or refrain. The daily minute-of-silence statute leaves prayer, meditation or another quiet activity to each pupil. Campbell's posted attendance procedure addresses verified religious-holiday absences and formal checkout.

Our faith and religious-expression guide brings those rules together with the district's official contacts. It explains which record answers a school question and identifies the limits of the reviewed sources. The school board and parental-rights guide covers classroom materials and library procedures.

The Second Saint Paul Baptist Church security-grant report follows a separate county funding decision: the March 3, 2026 appropriation of $14,127 for a surveillance system. The available minutes establish the authorized purpose and amount; installation has not been independently confirmed.

The church dinners and fundraising meals-tax guide explains Campbell’s separate provisions for regular religious meals and qualifying nonprofit fundraisers. It covers the annual first-three-occasions and later gross-receipts treatment, with town boundaries and tax-office contacts.

For a community feature about faith in everyday service, read Valor Farm near Altavista: faith, work and life after military service. It follows the National Center for Healthy Veterans’ published program, farm work and new federal housing-support grant.

For faith expressed through practical service, read how Altavista churches and neighbors help with food and housing. The feature connects church benevolence, community partners and ways to volunteer, with a concise contact list.

Abortion-facility zoning and county authority

Campbell County's July 21, 2026 Board of Supervisors minutes record a 7–0 vote adopting a broader zoning-code update. The published Chapter 22 includes an abortion-facility definition with a five-mile separation provision involving child day care centers and public, private or parochial schools, and lists the use as requiring a special-use permit in the B-GC district.

The report on the July adoption explains the vote and the provisions. The abortion-facility rules guide helps readers identify the relevant code section, property jurisdiction and permit records. Under Virginia's zoning-jurisdiction statute, county zoning authority applies to unincorporated territory; the county chapter alone does not establish the land-use rules inside Altavista or Brookneal.

School materials, parental rights and board records

Campbell County Public Schools' instructional-materials procedure describes parent notice and alternative assignments for materials meeting the applicable definition of sexually explicit content. The district's library-media procedure provides a separate path for library questions and reconsideration.

Our school materials and parent-notice report explains the difference between an individual student's classroom assignment and a decision affecting a library collection. The school board and parental-rights guide provides direct links, request timing, meeting information and family resources. Related parental notification and student privacy coverage supplies wider policy context.

For photos, sensitive surveys and access to education records, use the student privacy and parent-notifications guide. It connects Campbell's 2026–27 portal checkup and posted forms with federal guidance and Virginia's directory-information protections.

The school phone rules and parent-contact guide explains the current Virginia framework for phones and connected devices, documented support, and Campbell’s school-alert instructions. Families can use it to identify the questions about storage, retrieval and urgent contact that their school needs to answer.

For a proposed school counseling activity, use the counseling notices and parent participation guide. It connects Campbell’s posted materials and opt-out form with current Virginia rules, while keeping notice, affirmative permission and participation choices distinct.

The bullying reports and parent-notice guide explains where students and families can raise a concern, what evidence to preserve and how the 24-hour notification requirement works. Urgent threats and the school’s threat-assessment process have separate reporting and notification rules.

Vape-shop restrictions near schools

The vape-shop school-buffer report follows the county’s 2025 debate from the advertised proposal to the adopted distance rule and currently posted text. It explains the inventory-or-display threshold, qualifying existing-use protections and the distinction between unincorporated Campbell County and its towns. The report makes no compliance finding about an individual shop.

Home instruction, religious exemptions and school options

Families considering education at home need to identify the applicable attendance route and enrollment arrangement. The CCPS home-school resources link the local notice process and public virtual-school option.

Our home-instruction and school-options guide explains annual notice and progress dates, the separate religious-exemption provision, and CCPS/Virtual Virginia enrollment. It also connects the district's activity statement with the county legislative-agenda report, which documents the Board's request for state legislation on home-school extracurricular participation.

Trump's immigration policy: the federal background

In his January 20, 2025 executive order on immigration enforcement, President Donald Trump directed the Department of Homeland Security to expand qualified state and local participation through section 287(g) agreements or other authorized arrangements, to the extent allowed by law, with appropriate state and local consent and federal direction and supervision. Section 11 of that dated order sets out the administration's policy direction.

The federal order and Campbell County's reported agreement are separate records. The order does not show how many deputies were trained, what activities occurred locally, or how an individual case was handled. The Campbell County ICE guide and agreement-records report explain what the available local sources establish.

Second Amendment resolutions and county authority

The 2026 Second Amendment sanctuary report follows Campbell’s February 3 reaffirmation, the adopted wording and Brookneal’s separate March resolution. It distinguishes the boards’ declarations from appropriations, court filings and documented enforcement decisions.

Readers can follow the county legislative-agenda report for other state-law requests or use the government resources directory to locate the responsible public offices and meeting records.

Republican organizations and official election information

The Campbell County Republican Committee and the 5th District Republican Party's local-unit directory are sources for party organization information. The county registrar supplies official election administration information.

Our Republican and government resources directory keeps those responsibilities clear and links to the county board, school district, election notices and public records. Organization statements are attributed to their source; they do not represent every Campbell County resident.

Public safety, victim services and sheriff funding

The domestic-violence investigator and VSTOP funding report examines the March appropriation and the later fiscal-year carryover worksheet. It also gives the county’s separate Victim/Witness service contacts and identifies what the records establish about funding and implementation.

The opioid-settlement jail recovery and reentry report follows Campbell’s five-year local authorization, the 2027 regional state award and Horizon’s multiyear announcement. It separates funding commitments and proposed services from spending, enrollment and measured results.

The sheriff drone-funding report distinguishes a March 2026 replacement-drone award from the September authorization to seek funding for two tethered systems. Grant approval, application authority, purchasing and deployment are separate stages in that record.

Our Flock-camera policy and cancellation report brings together the sheriff's July 2026 policy, August board questions and WDBJ7's September 2 report that the office announced it would end camera use and terminate its contract. It identifies which decisions are documented and which closeout records remain unverified.

The church-security grant report examines a different project. March 3 county minutes approve $14,127 for a surveillance system at Second Saint Paul Baptist Church through a state grant. The program covers organizations previously targeted or at risk; receiving the award does not establish that a hate crime occurred at the church.

Find the board, sheriff and public-record gateways in the Campbell government resources directory.

Property assessments and school financing

The 2027 property-reassessment report follows the planned October notice mailing, the published 2027 equalization window and the distinction between assessed value and a tax bill.

The Altavista Combined School financing report compares the school project, the reported state grant and three proposed borrowing scenarios. It identifies the records needed to establish the final financing decision and later spending.

Use the public-records request guide to find county, school and sheriff contacts and prepare a focused request.

Water, broadband and public participation

The water and sewer oversight report connects CCUSA’s separate board, posted rates and operating notices to the planned joint meeting. It flags the conflicting dates in the meeting documents.

The broadband report separates draft county records about a contract transition from provider service-area updates and distinguishes the regional East and West projects.

Use the meeting participation guide to find the exact agenda, speaking procedure and access arrangements. The FOIA guide helps follow the records afterward.

Land use, energy projects and development records

The Valley Link transmission report follows the proposed county resolution, developer materials and the separate state review process. The Depot Road case report explains a documented withdrawal before supervisors’ consideration.

Use the zoning and development records guide to connect a parcel number, application, hearing and written outcome. The public-meeting guide and FOIA guide help with participation and missing records.

County budgets, carryovers and public spending

The FY2027 adopted-budget report explains the Fund 100 total and the different columns in the county book. The carryover report separates staff requests and recommendations from final board action and actual payments.

Use the budget and public-spending guide to connect a fiscal year, fund, approved action and expenditure record. The public-meeting guide and FOIA guide help with participation and missing records.

Road projects, school access and maintenance requests

The Route 29 access report follows planned turn-lane and crossover changes, estimated costs and the design-stage schedule. The Rustburg High School access report explains the June study’s preferred concepts and decisions still unverified.

Use the road-service and project-records guide to choose the right contact for maintenance, a traffic study or existing project records. The budget guide and meeting guide help with later funding and board decisions.

Waste collection, recycling and service records

The recycling expansion report follows the four named collection sites and identifies the financial records needed to measure results. The Livestock Road yard-waste report explains the three-day collection rule and the separate regional landfill.

Use the waste and recycling guide to choose a disposal route, check dated information and locate service, contract and spending records. The budget guide and public-records guide support follow-up.

Follow county decisions through the public record

The Campbell County AgendaCenter provides agendas and meeting records. An agenda identifies scheduled business; adopted minutes document recorded actions. The county code gateway is the starting point for published ordinances, while the school board's minutes and recordings cover district business.

Use the government and public-records directory to choose the office and document that match your question. The Campbell County news desk connects individual reports to these original sources.

The legislative-agenda report follows the October 2026 review packet back to the recorded 2025 adoption and explains a proposed expansion of electricity-bill assistance. It distinguishes county requests, recorded votes and changes to state law.

The public-records request guide explains agency contacts, existing-record requests, cost estimates and response rules, with a practical example tied to school financing.

For participation before a decision, the public-meeting guide explains agenda requests, hearing rules and written comments. It complements records requests after the meeting.
