Campbell County carryovers: what the FY2026-to-FY2027 requests show

The October packet proposed moving unspent budget authority into the next fiscal year. Its requested, recommended and encumbered columns need to be read separately from approval and actual payments.

What staff placed before supervisors

The September 30 memorandum describes a process for carrying unspent budgeted funds into a new fiscal year with justification and approval. It reports General Fund net requests of $1,064,065.28, with $1,029,796.64 recommended by staff.

The memo separately lists $13,077,800.40 in Capital Improvement Plan carryover requests and $498,312 in Solid Waste Fund requests. It explains that the five-year capital plan can accumulate money over several years to fund projects. The figures are fund-specific requests, not a statement that all of that money will be spent immediately.

Read the requested and recommended columns separately

The supporting worksheet identifies FY2026 adopted and amended budgets, FY2026 actuals, FY2027 adopted amounts, requested carryovers, recommended carryovers and encumbrances. Its General Fund total row also lists $24,162.62 in the separate encumbrance column. Do not silently fold that column into the staff-recommended carryover amount.

The memo highlights requests for $347,765.59 in opioid-settlement funds, $217,379.77 for the 911 radio system and $83,010.16 for Seneca Commerce Park maintenance. These are examples within the General Fund request, not additional amounts to add to its total.

The packet establishes a recommendation, not the completed vote

The item appears as 3.III in the October 6 agenda, with staff recommending approval of carryovers and encumbrances. This report has not verified approved minutes, a signed appropriation action or a later accounting report establishing the board’s final disposition.

The next useful record is the exact motion and adopted attachment, followed by the resulting budget entry. If the board amended the recommendation, retain both versions and identify the changed lines. Virginia’s budget statute makes the distinction between a budget and an appropriation explicit; the packet alone should not stand in for the operative action.

Follow the project beyond the carryover

Choose a specific account or project and follow the amount from request to board action, purchase commitment and payment. Record the time period and whether the figure is a balance, a commitment or an expenditure. An unspent balance alone does not explain why a project is delayed or establish whether its outcome was useful.

Use the budget records guide and public-records request guide to identify the next existing document. Earlier coverage of opioid-settlement jail reentry funding supplies separate program context; this carryover worksheet does not by itself establish a new award to that program.
