Campbell County water and sewer oversight: CCUSA rates, records and the October meeting
Water service has its own authority, rate schedule and board records. Here is how those responsibilities connect to the county’s planned October discussion.
July 2026 commodity rates are posted; October joint-meeting documents contain conflicting dates
CCUSA has a separate board and responsibilities
The county’s authority profile describes CCUSA as a legally separate organization whose board members are appointed by the supervisors. Its responsibilities include operating water and sewer systems, setting service charges and issuing revenue bonds. The profile says the authority is not a component unit of county government.
That distinction helps identify the record to follow: a supervisors’ discussion about infrastructure is not, by itself, an authority rate decision. Read the relevant board action and the applicable rate schedule together.
What the July 1, 2026 schedule actually lists
CCUSA’s rates, fees and charges page labels these commodity rates effective July 1, 2026:
| Service | Posted commodity charge |
|---|---|
| Water | $5.40 per hundred cubic feet (HCF) |
| Sewer | $7.10 per HCF |
These are usage charges, not an entire customer bill. The same page lists base fees, connection charges and other items, with different treatment for some meter sizes and service arrangements. Ask CCUSA which entries apply to your account before estimating a total.
The reviewed schedule establishes the posted amounts and effective date. Without a comparison to an earlier adopted schedule, it does not establish how much any rate changed.
October 20 is listed, but the agenda heading says October 6
The Agenda Center listing places the joint supervisors–CCUSA meeting on October 20, 2026. The October 6 board packet’s future-meeting schedule also lists October 20 at 6 p.m.
However, the linked joint-meeting agenda has an internal heading dated October 6, 2026. It lists 6 p.m. at the Haberer Building’s Multi-Use Room, 47 Courthouse Lane, Rustburg, with a system overview and discussion of current topics. Those broad headings do not identify an adopted project or a rate vote.
Because the documents conflict, confirm the date with County Administration at 434-332-9525, using its meeting-information page, before making plans to attend. Our meeting participation guide explains the separate routes for watching, speaking and requesting an agenda appearance.
Keep operating notices separate from board decisions
CCUSA’s September water-source notice, linked from its homepage, attributes a switch to Lynchburg water for the Wards Road and Timberlake Road areas to regional drought conditions. The notice also discusses temporary discoloration during changes at system connections.
That is a service notice for identified areas, not proof of a countywide change or of conditions at every tap today. Check the current notice and affected-area map, and contact 434-239-8654 for service questions. This report does not replace a current utility alert.
Follow the authority’s records after the discussion
CCUSA’s board page supplies its own agendas and minutes. It lists regular meetings on the fourth Tuesday at 5 p.m., at 20644 Timberlake Road in Lynchburg; a special joint meeting can use another location and schedule.
For a proposed project, look for its scope, funding source, authorized borrowing, procurement record and later payment record. For a rate question, look for the adopted schedule and its effective date. An agenda describes planned business; a subsequent action record establishes what was decided.
Use the public-records guide to frame a request for existing documents. Related infrastructure coverage includes rural broadband and Altavista school financing.
