Campbell County zoning and development: how to follow a case from map to decision
Use the parcel number, case number and dated decision record to understand what is proposed, who reviews it and what has actually been authorized.
County zoning procedures, planning resources and case-reading guidance reviewed October 18, 2026
Start with the property and the responsible office
Write down the street location, tax-map parcel number and any planning case number shown on the notice. Confirm the governing locality before applying county procedures to an address associated with Altavista, Brookneal or Lynchburg.
The county GIS page links mapping and downloadable data. Use those tools to identify the parcel and neighboring roads, then ask the planning office to confirm which file and rules apply. A map label or a marketing description should not substitute for the actual decision record.
Distinguish the documents and decisions
The county rezoning page explains that rezoning changes a property's zoning designation. The zoning ordinance, including Section 22-35, provides the separate special-use process. The Comprehensive Plan supplies policy guidance used in evaluating development.
| Record or request | What to look for | What it does not establish alone |
|---|---|---|
| Current zoning | District and applicable conditions | Approval of every proposed use |
| Comprehensive Plan | Future land-use designation and policy | A rezoning vote or building permit |
| Rezoning application | Existing and requested districts | Approval merely because it was filed |
| Special-use application | Proposed use, site plan and conditions | A granted permit before the decision |
| Staff or commission recommendation | Recommended action and reasons | The supervisors' final action |
| Signed action or approved minutes | Exact motion, vote and conditions | Completion of construction |
Read the case packet in a consistent order
Begin with the staff summary, then compare the narrative and dated plan with the legal notice. Record the requested use, size, access points and any proposed conditions. Note which statements come from the applicant and which are staff findings. If a traffic, drainage or utility document is referenced but missing, ask for that specific existing record.
The County Code gateway lists zoning and subdivision chapters separately. It currently labels the zoning chapter July 21, 2026. Follow the official gateway for a later edition, and ask staff whether an uncodified amendment or property-specific condition also applies.
Follow the recommendation and final action separately
The Planning Commission advises supervisors on rezoning, special-use requests and other planning matters. Under the county rezoning process, both bodies hold public hearings, with the commission recommending and supervisors deciding. For special uses, Section 22-35 also describes the referral, recommendation and board action.
Use the exact current notice in the AgendaCenter, rather than assuming the usual meeting day is unchanged. Our meeting participation guide explains how hearing comments differ from requesting an agenda appearance. Afterward, record the motion and any conditions, deferral or withdrawal.
Two Campbell examples show why the record matters
The Depot Road report distinguishes a commission recommendation from the applicant's withdrawal. The Valley Link report distinguishes a proposed county resolution from the state transmission-review process. Neither should be treated as an ordinary completed county zoning approval.
For transmission cases, the SCC's explanation identifies a separate application, procedural order and decision. Use that case's actual notice for participation requirements.
Keep a small, dated case file
A useful file contains the parcel and case identifiers, the notice, the latest drawing, the staff report and the written outcome. Add the source URL and download date to each item. When a document changes, preserve the earlier version and label the new one clearly.
Ask the county planning office to identify the final action and any outstanding reviews. If a record is unavailable online, the public-records guide explains how to request an existing document. Keep questions about current permissions separate from requests for historical records.
A development case and a state road project have separate records. The Route 29 access report and transportation guide help distinguish highway design and maintenance questions from local zoning decisions.
