Voluntary student prayer and personal choice
Virginia Code § 22.1-203.1 permits voluntary, student-initiated prayer in public schools. The same provision protects each pupil from state pressure either to take part in religious observance or to refrain from it. A student's choice to pray and another student's choice not to join both matter under this rule.
The statute addresses students' own religious exercise. A question about a classroom activity should therefore identify who initiated it, whether participation was voluntary, and what school employees directed students to do. Those details help a family and school discuss the particular activity instead of assuming that every use of the word “prayer” describes the same situation.
What the daily minute of silence requires
A separate Virginia law, § 22.1-203, requires each school division's board to establish a daily minute of silence in every classroom. Students must remain seated and quiet without distracting others. Within that minute, each student may choose prayer, meditation or another silent activity that allows classmates the same freedom.
The teacher's statutory role is to maintain those conditions for individual choice. The law leaves the choice of silent activity to the pupil; it does not require the pupil to pray. This statewide requirement applies to Campbell County Public Schools. It is an existing provision of Virginia law, with the current section listing its latest amendment in 2000.
Questions about school facilities and class time
Virginia Code § 22.1-203.2 directs the state Board of Education, consulting the Attorney General, to develop guidance on religious expression. It identifies school facilities, equipment, class time and the roles of staff and students as subjects that guidance must address.
For a proposed activity, ask the school for the applicable written policy and explain the location, timing, participants and requested use of school resources. Those details allow the responsible office to address the actual arrangement. This statute's direction to develop guidance does not itself document approval for a particular Campbell activity.
Campbell's religious-holiday absence procedure
The posted CCPS Student Attendance policy requires a valid note explaining an absence when the student returns. Its religious-holiday provision protects a student from losing an award or the opportunity to take an alternate test or examination missed because of a religious observance, when the absence is acceptably verified.
Virginia Code § 22.1-254(C) requires local religious-holiday excusal policies and also protects award eligibility and opportunities to compete for awards. For a planned observance, it is useful to ask the school how to document the absence and arrange any missed examination. Keep the school's response with the absence note. These are practical preparation steps; the posted Campbell provision does not specify a separate advance-notice deadline for a religious holiday.
School checkout and requests for recurring absences
Campbell's dismissal procedure requires a parent or guardian's request and authorization, an authorized person to receive the student, and a formal checkout system. The requesting party must establish that person's authority. The attendance policy also calls for individual superintendent or designee approval of other exceptions to a full-day schedule.
Before arranging recurring time away from school, ask which written authorization, attendance arrangement and release procedure would apply. The reviewed records do not establish an operating local religious-instruction provider, participating school or approved weekly schedule.
Get an answer from the appropriate school office
CCPS directs questions about an individual child to the child's teacher or school administrator. Its official contact directory also lists these district routes:
| Question | Published contact |
|---|---|
| Student services or district policy | Dr. Brian Wilson, Director of Student Services: servicepolicy@campbell.k12.va.us |
| District office assistance | 434-332-3458 |
| A request for existing public policy records | Amy Hunley, FOIA Officer: AHunley@campbell.k12.va.us or 434-332-8201 |
Describe the school, date, activity and requested accommodation or clarification. Ask for the relevant policy and a written explanation of how it applies. A records request is useful when seeking an existing rule, approval or agreement; an individual student's immediate scheduling question belongs with the school.
