Start with the Campbell County process
Families considering education at home face several decisions: who provides instruction, how compulsory-attendance requirements are satisfied and whether the child remains enrolled in public school. Those choices affect paperwork, credit and activities.
The CCPS home-school resource page asks families withdrawing a current district student for home instruction to contact that school's counselor first. It identifies a home-instruction contact and links the district's Notice of Intent. The form directs submissions to the local Office of Student Services, rather than the Virginia Department of Education. Use the official pages for current contact details.
Home instruction: notice and evidence of progress
The district notice form identifies four qualification routes: a high-school diploma or higher credential, prescribed teacher qualifications, provision of a program of study or curriculum, or evidence of ability to provide an adequate education. It requests supporting documentation and a curriculum description limited to the subjects planned.
For the ordinary annual cycle, the notice is due August 15. Families starting after the school year begins must notify the superintendent as soon as practicable and meet the remaining requirements within 30 days of notice. Moving into a division after the year begins also has a midyear notification route under Virginia Code 22.1-254.1(B).
The statute separately requires evidence of educational progress by August 1 following the instructional year. It permits qualifying test results or an acceptable evaluation or assessment; testing is not the only route. The progress requirement does not apply to children under six on September 30 of that school year.
Religious exemption is a separate attendance provision
Virginia Code 22.1-254(B)(1) requires a school board to excuse a pupil when the pupil and parents are conscientiously opposed to school attendance because of bona fide religious training or belief. The provision excludes essentially political, sociological or philosophical views and a merely personal moral code.
This is a school-board attendance determination, distinct from filing the home-instruction notice. The CCPS form identifies section 22.1-254.1; it does not establish that a religious exemption has been granted. This review did not locate a Campbell-specific exemption application or hearing schedule. Families seeking that determination should obtain the board's current procedure through the district.
For a student who remains enrolled, religious holidays and expression at school raise different questions. Our Campbell County faith and religious-expression guide covers that setting.
The CCPS and Virtual Virginia enrollment option
The CCPS Virtual School Option page describes a grades 1–12 program in which approved students enroll in both CCPS and Virtual Virginia. Its activity and diploma statements concern that public-school enrollment arrangement.
The posted program requires a counselor discussion and an application to the principal. It describes scheduled instruction and course deadlines, rather than unrestricted self-paced study.
The page's May 8, 2026 application deadline precedes this October 17 review. Ask the principal about any current or future application window before making enrollment plans.
Sports eligibility in the virtual program
The district's virtual-program FAQ says enrolled participants have the same opportunity for sports and extracurricular activities as other CCPS students. That statement applies to the joint enrollment program; it does not document blanket athletic eligibility for every independently home-instructed child.
The Virginia High School League eligibility page identifies separate rules covering student status, enrollment, academic standing, age, semesters and transfers, among other requirements. The school principal or athletic director should review the student's actual enrollment and academic record against the applicable rules. A general program description cannot settle an individual eligibility question.
The county's separate request for legislation on home-school extracurricular participation is covered in our legislative-agenda report. That request is a dated policy position; students need the rules governing their actual enrollment.
Testing access and returning to public school
Section 22.1-254.1(F) requires school boards to make AP, PSAT/NMSQT and PreACT examinations available to students receiving home instruction, establish registration deadlines and notify families about financial assistance. Ask the school for the applicable test date and registration procedure.
The CCPS transfer guidance describes assessment-based placement for elementary and middle grades, with the principal making the final placement decision. Its posted high-school procedure uses end-of-course SOL tests or school exams to establish course credit and cautions that electives the division does not offer may not receive credit. Arrange a transcript and course review before relying on a particular graduation schedule.
Keep the decisions and documents together
A useful family record includes the submitted notice, curriculum list, qualification documents, delivery confirmation and annual progress evidence. For another attendance route or public-school enrollment, retain the written decision and the conditions that accompany it. These records help the school answer a specific question without confusing one process with another.
Section 22.1-254.1(G) restricts disclosure outside the division of information supplied for home instruction or the religious exemption, subject to written parental consent; aggregate student counts may still be reported.

If a transition requires records maintained by CCPS, the student privacy and parent-notifications guide explains education-record inspection and review, response timing and the questions to include in a records request.
