Start with Campbell’s current school documents

Campbell County Public Schools’ Cell Phone-Free Education page publishes a policy notice effective January 1, 2025. It identifies JFC-R, the student-conduct policy, and directs families with school-specific questions to the principal.

The district’s Parental Notifications page also links Standards of Student Conduct 26-27. Those are useful starting points for the current handbook and any school instructions. The date on the older explanatory notice does not establish the adoption date of every later rule.

For a new student or a change of school, ask the office for the version that applies to that student’s grade and campus.

What Virginia’s current law requires

Virginia Code §22.1-79.3:1 provides the statewide framework:

  • Bell to bell includes the school day’s lunch period and time between classes. Policies must restrict possession and prohibit use during that period, subject to the listed exceptions.
  • Connected personal devices include smartwatches and tablets. The definition is broader than a telephone.
  • Documented exceptions permit device use for health monitoring or accommodations under an IEP, Section 504 plan, individualized health care plan, diabetes medical management plan, or Limited English Proficiency plan.
  • School administrators are responsible for enforcement. School resource officers are excluded from enforcing these device policies.
  • A phone-policy violation alone cannot justify suspension or expulsion. Associated disruptive behavior is addressed under the school board’s student-conduct rules.

The statute also calls for regulation of any permitted use before or after the school day. Confirm the applicable arrival, dismissal, bus and activity instructions with the school instead of assuming the same rules apply in every setting.

Arrange medical or accessibility support with the school

If a student uses a connected device as part of documented support, ask the school to explain how that use will work during class, lunch and transitions. Identify the device and function involved, the relevant plan, and which staff members need the instructions. A clear arrangement helps distinguish an approved use from ordinary messaging or entertainment.

The CCPS Student Health and Wellness page lists school-nurse contacts and a Diabetes Medical Management Plan form. It tells families to contact their child’s nurse with form questions or access difficulties. For an IEP or Section 504 accommodation, involve the appropriate school team in clarifying how the existing plan applies.

Plan how urgent messages reach the student or parent

Ask the principal or office staff which telephone number to use when a family needs to get an urgent message to a student. Also ask how a student can reach a parent through the school and how families will receive instructions during an emergency. These are practical questions to settle before an unexpected change in transportation, an appointment or a safety concern.

The district’s Parent Portal page allows families to review and update contact information. CCPS asks parents to update telephone and address details promptly. It also cautions that staff responses to portal inquiries are not immediate. Use the school’s stated urgent-contact procedure when a timely response is needed.

Check that school alerts can reach your phone

CCPS’s SMS/Text Notifications instructions describe SchoolMessenger messages for school closings, safety alerts and other information.

To follow the posted enrollment process:

  1. Confirm that your mobile number is recorded as your contact number in Parent Portal.
  2. From that phone, text Y or Yes to 67587.
  3. If messages are missing, contact the school to check your recorded number and notification setup.

The district says standard message and data rates may apply and notes that carriers are not liable for delayed or undelivered messages. Keep the school’s other published contact and information channels available as well. This text service is a way to receive district messages; questions about an individual student still need the appropriate school contact.

Get clear answers about storage and retrieval

A written rule is most useful when families know what a normal school day looks like. Ask the principal:

  • Where must a phone or smartwatch be stored, and must it be powered off?
  • What happens when a device sounds, is visible or is used?
  • Who keeps a device if staff take possession of it, and how is it returned?
  • When will a parent be contacted, and is parent pickup required?
  • How are staff informed of documented exceptions?

If an incident occurs, request the specific rule, the conduct being addressed, and the school’s written response. Keep that information with any applicable plan or earlier school instructions. This guide does not establish a Campbell confiscation timetable or a penalty sequence.
