The city’s public GIS page labels its city-limits KMZ March 2017. An official April 14, 2026 action approved a later annexation. That makes the older download unsuitable as an automatic present-day jurisdiction test. This guide therefore has no address checker or inferred parcel map. Use the county packet’s printed revision date
Two differently named contractor packets remain linked from county resources. Their filenames do not identify their actual revision dates.

The newer packet also points to the official homeowner affidavit. These observations establish which linked packet is newer; the county page does not supply a formal notice declaring one packet to supersede the other.
Prepare the application in the right sequence
For the county’s new-residential process, the packet calls for address verification, the parcel information, plans and square footage, and the applicable septic documentation. Address and parcel details must agree across the application records. A homeowner acting as contractor uses the applicable affidavit; contractor applications have their own registration and licensing requirements. Read the first three pages of the August 18 packet for the relevant application route.
Resolve wastewater service before treating a septic checklist as universal. A project using an onsite system needs the applicable septic authorization. A project seeking public sewer needs the utility’s connection and service determination; a building permit does not establish sewer availability. Outside-city sewer requests can involve annexation policy and Planning Commission review, as illustrated by the June 17, 2025 planning minutes, page 5. That historical case is not a promise of service to another property.

After issuance, follow the inspection sequence in the applicable permit and packet. Do not cover work or occupy a new building merely because an application has been accepted; inspection and occupancy approval are separate stages.
Codes, fees and exceptions: what the posted records establish
The city’s department page lists the 2018 International code editions for its building-related program and the 2010 ADA Standards. The county’s posted code resolution also identifies a 2018 code framework, with local amendments, and states an effective date of January 1, 2024. The county document describes exclusions for agricultural buildings and certain residential work outside new residential construction, including specified accessory structures. Do not extend those descriptions to city projects or to electrical, wastewater, floodplain or other approvals. The posted copy is insufficient here to certify the complete enactment history or a particular project’s exemption; obtain the office’s classification before relying on an exclusion.
