How the project design descriptions changed

The older Town presentation anticipated native dune vegetation, a varying 170–590-foot initial beach width and approximately 40 acres of dune plus 200 acres of beach. Those older preliminary figures are not the current funded 40+160-acre breakdown. The USACE public notice describes borrow areas on the Mobile Pass ebb tidal shoal near Sand Island Lighthouse and a dredged-material pipeline corridor. The Town says the eventual dune location, walkovers and access points depend on final design/easements.

Property Easements

Why easements are requested

The Town seeks construction and monitoring rights on affected private land to place sand, shape and vegetate improvements, survey and maintain them. The described area is property-specific and generally runs from a parcel's southern boundary toward about the +5-foot contour or an existing structure. A project schematic is illustrative, not a parcel survey.

Duration and ownership

The older process letter describes rights to build, monitor and maintain in perpetuity; call this an ongoing construction-and-monitoring easement, not a temporary access form. The Town's FAQ says an owner continues to own the private property subject to the granted rights. Neither statement adjudicates where a particular parcel's boundary lies.

If an owner does not sign

The Town currently says it will place no sand on that property, proceed seaward of its property line, and that a low area may remain. Avoid claiming that no sand can be placed offshore/in front of it, or that an individual lot will flood.
