Floyd County & Rome ICE Agreements and HB 1105 Tracker
A longstanding sheriff jail agreement and a newer, separate Rome Police listing.
Sheriff JEM plus Rome TFM; Q3 report shows 34 detainers
The October 2 ICE workbook lists Floyd County Sheriff — JEM, June 10, 2020, and separately Rome Police — TFM, September 4, 2026. Floyd's directly retrieved HB 1105 page contains Q1–Q3 2026 figures, including 34 detainers in Q3. The Rome entry does not expand the sheriff's listed model by implication.
Floyd sheriff and Rome Police are distinct agencies
The official sheriff profile identifies Dave Roberson. The jail division says the county jail serves Floyd County, Rome and Cave Spring. The sheriff's jail report therefore has an institutional scope that differs from a city police agreement.
| Agency | Model in October 2 roster | Agreement-date field | Document status |
|---|---|---|---|
| Floyd County Sheriff's Office | Jail Enforcement Model | June 10, 2020 | ICE document link retained |
| Rome Police Department | Task Force Model | September 4, 2026 | No document link in retained row |

Quarterly jail figures: 2026 Q1–Q3
The directly retrieved Floyd sheriff HB 1105 table shows:
| Measure | Q1 Jan–Mar | Q2 Apr–Jun | Q3 Jul–Sep |
|---|---|---|---|
| Bookings into Floyd County Jail | 1,405 | 1,516 | 1,525 |
| LESC–ICE inquiries | 51 | 41 | 52 |
| LESC–ICE responses | 51 | 41 | 52 |
| Responses identifying unlawful presence | 43 | 30 | 35 |
| ICE detainers | 41 | 24 | 34 |
These are agency-reported quarterly events. A detainer can relate to a different inquiry or timing window, so the columns should not be forced to reconcile as unique people. The source also carries a full 2025 series, creating a useful historical record.
The Q4 cells are blank while October–December is still in progress. They are not overdue zeroes. This review used the live HTML, whose Q3 values were absent from the search-cache rendering.
What is verified and what remains open
Report data located: the sheriff's public table provides the five numeric categories shown above. A separate signed affidavit was not located in the reviewed HTML. A publication timestamp is not supplied, so September 30 is recorded as the Q3 period end, not an asserted upload date.
Rome implementation: the September 4 TFM row creates a new records opportunity. The next useful documents are the signed MOA, training records or an official implementation statement. No pending additional model or application was verified for either agency.
Use Floyd County's open-records channel to identify a particular period or missing agreement. Report availability does not resolve annual filing or legal compliance.

Annual filing and compliance status
The 2026 annual immigration compliance report is due December 31, 2026 for covered entities. Its reporting period is December 1, 2025–November 30, 2026, so the period is still open at this October 7 review. A quarterly jail publication does not establish that the annual filing was submitted. DOAA guidance.
No agency-specific DOAA finding or 2026 annual submission receipt was verified for this tracker. Annual filing: not yet due; submission unverified. Overall HB 1105 compliance: not determined. Pending 287(g) application: unknown. A missing roster row or inaccessible report cannot resolve those questions.
The Georgia statewide guide explains why a county government's sanctuary-policy certification and a sheriff's certification must be kept separate.
Next records to watch
Check the sheriff's next quarterly publication, its sworn affidavit and any corrected figures. For 287(g), verify new ICE roster entries, model changes, signed agreements and agency acknowledgments before changing status. Check the annual filing after the November 30 reporting-period close and December 31 deadline.
