Rankin County, Mississippi 287(g) & ICE Agreement Tracker
The county sheriff and Pearl Police have separate agreements. Their dates and authority should stay separate too.
Listed sheriff partner · JEM and TFM
Yes, in the October 2 federal roster. Rankin County Sheriff’s Department has JEM and TFM entries, both dated May 21, 2026. Pearl Police Department has its own TFM entry dated February 10, 2026. Dated ICE workbook.
These are three model rows for two agencies. Pearl’s earlier date is not the sheriff’s agreement date, and municipal activity cannot automatically be counted as the county sheriff’s program.
Sheriff and city agreement dashboard
| Named agency | Model | Roster agreement date |
|---|---|---|
| Rankin County Sheriff’s Department | Jail Enforcement Model | May 21, 2026 |
| Rankin County Sheriff’s Department | Task Force Model | May 21, 2026 |
| Pearl Police Department | Task Force Model | February 10, 2026 |
Each entry has a distinct document link in the source library. The dates are the roster’s fields, not newly examined signatures or verified first days of enforcement.
County jail records and agency boundaries
Rankin County’s Adult Detention Center information portal identifies itself as a county IT service for the sheriff’s department and links to the sheriff’s official site. It establishes a local county-custody information channel. This tracker does not republish individual inmate information or infer citizenship, immigration status or convictions from a booking.
A jail listing, federal operation or city police report cannot by itself attribute activity to a particular 287(g) model. The county sheriff, Pearl Police and statewide Mississippi agencies must be distinguished when tracking training, costs and outcomes. The sheriff department page linked by the county portal was access-limited during this check, so this edition does not assign unverified staffing or current command details.
Two models do not mean every deputy has two powers
The ICE program guide describes JEM functions in custody and TFM functions under ICE oversight during policing. A participating agency’s listing does not establish certification for every employee. The applicable MOA, training and authorization records determine the detail.
The reviewed roster has no Rankin sheriff WSO entry. That does not imply there are no ICE warrants or detainers in the county; the model label and a particular event are different questions.
The local sequence
| Date | Evidence |
|---|---|
| February 10, 2026 | Pearl Police TFM date in federal roster |
| May 21, 2026 | Rankin sheriff JEM and TFM dates in federal roster |
| July 1, 2026 | Mississippi SB 2114 effective date |
| October 1, 2026 | Covered operators’ reasonable-attempt deadline |
| October 2, 2026 | All three entries appear in the reviewed federal workbook |
| October 7, 2026 | This tracker’s editorial review |
The sheriff dates precede the state deadline. This chronology does not certify operational continuity, complete state-law compliance or a county funding award.
The Mississippi requirement
SB 2114, Section 4 uses the exact words “reasonable attempt to execute”. By October 1, 2026, covered county law-enforcement agencies operating county detention facilities were to attempt a written ICE agreement. It does not require a particular model. Section 4(2) provides for quarterly status notification to the Department of Public Safety until an agreement is entered. Final-text mirror.
The law took effect July 1, 2026 and schedules repeal July 1, 2028. Section 8 authorizes the Attorney General to investigate alleged violations and seek declaratory or injunctive relief. This tracker makes no finding that any named county violated the act. Read the Mississippi overview for the statewide comparison and source limits.
What the next update needs
Separate requests or source records are needed for the sheriff and Pearl Police: current executed MOAs and amendments, aggregate trained-officer counts, actual reimbursement receipts and model-specific activity reports. A promised grant and a booked payment are different evidence.
No complete October 2026 enforcement total, first operational day, net county cost or independent compliance determination was established in this review. Compare Harrison’s JEM/WSO combination and DeSoto’s unresolved listing, or return to all 82 Mississippi counties.
Source access and limits
This edition re-extracts Mississippi entries from the official October 2, 2026 ICE workbook retained during WorthFighting’s earlier research. It distinguishes the source date from the October 7 editorial review. Fresh direct ICE requests returned HTTP 403. The Legislature’s endpoint also failed to load; its indexed final text was cross-checked with the LegiScan reproduction.
Model dates below are the workbook’s SIGNED field. We did not newly inspect inaccessible MOA signatures. A later agreement, application, rejection, training event or quarterly report may not be represented in this snapshot. No county is classified as compliant or noncompliant from roster absence alone.
Direct answers & FAQ
What agreements does Rankin County’s sheriff have?
The October 2, 2026 federal workbook lists JEM and TFM for Rankin County Sheriff’s Department, both dated May 21, 2026.
Is Pearl Police part of the same agreement?
No. The roster has a separate Pearl Police Department TFM entry dated February 10, 2026. The agency and date should not be substituted for the sheriff’s entries.
Did October 1 require every county to have a signed agreement?
Section 4 requires covered county detention-facility operators to make a reasonable attempt to execute an agreement. It does not mandate a particular model. It also provides for quarterly status notification to DPS until an agreement is entered. Roster absence alone does not settle compliance.
