LOCAL IMMIGRATION ENFORCEMENT · PUBLIC RECORDS
Harrison County, Mississippi 287(g) & ICE Agreement Tracker
Two jail-related models, two agreement dates, and a separate question about implementation.
Listed sheriff partner · JEM and WSO
Yes, in the dated federal roster. ICE’s October 2 workbook lists Harrison County Sheriff’s Office, Mississippi under Jail Enforcement Model, June 30, 2025, and Warrant Service Officer, July 2, 2025. No sheriff TFM row appears in this extraction.
The sheriff’s administration page identifies Matt Haley as sheriff and Evan Hubbard in corrections leadership. The roster dates predate Mississippi’s 2026 deadline; they do not establish daily enforcement totals.
Agreement dashboard
| Agency | Model | Roster agreement date |
|---|---|---|
| Harrison County Sheriff’s Office, MS | Jail Enforcement Model (JEM) | June 30, 2025 |
| Harrison County Sheriff’s Office, MS | Warrant Service Officer (WSO) | July 2, 2025 |
| Harrison sheriff TFM | No row located | Not established |
These are two model entries for one sheriff’s office, not two counties. The document links are retained in the source library; direct PDF downloads were unavailable in this review.
What the local jail record adds
The sheriff’s corrections page distinguishes the Adult Detention Center, Work Center and County Work Farm. A county corrections system can have several facilities, and a program description should not be generalized to every person or location in that system.
That undated page contains historical capacity, population and budget figures. This tracker does not present them as a verified October 2026 headcount, ICE bed allocation or 287(g) operating budget. Current implementation would require dated staffing, training and aggregate custody records.
The official contact page lists separate administration and Adult Detention Center contacts, giving readers a source for identifying the appropriate records office.

Mississippi’s deadline and reporting framework
SB 2114, Section 4 uses the exact words “reasonable attempt to execute”. By October 1, 2026, covered county law-enforcement agencies operating county detention facilities were to attempt a written ICE agreement. It does not require a particular model. Section 4(2) provides for quarterly status notification to the Department of Public Safety until an agreement is entered. Final-text mirror.
The law took effect July 1, 2026 and schedules repeal July 1, 2028. Section 8 authorizes the Attorney General to investigate alleged violations and seek declaratory or injunctive relief. This tracker makes no finding that any named county violated the act. Read the Mississippi overview for the statewide comparison and source limits.
Records needed for the next update
The next useful records are current MOAs and amendments, officer certification dates and aggregate training counts, county appropriations and actual reimbursements, and dated aggregate detainer/transfer reports. Authorization for spending should be distinguished from money received.
No October 2026 net cost, countywide arrest count or compliance finding is supplied here. Readers can compare Rankin’s JEM and TFM entries, DeSoto’s unresolved evidence and the statewide tracker.
Source access and limits
This edition re-extracts Mississippi entries from the official October 2, 2026 ICE workbook retained during WorthFighting’s earlier research. It distinguishes the source date from the October 7 editorial review. Fresh direct ICE requests returned HTTP 403. The Legislature’s endpoint also failed to load; its indexed final text was cross-checked with the LegiScan reproduction.
Model dates below are the workbook’s SIGNED field. We did not newly inspect inaccessible MOA signatures. A later agreement, application, rejection, training event or quarterly report may not be represented in this snapshot. No county is classified as compliant or noncompliant from roster absence alone.
