Campbell, Davidson and Jackson are absent from the state participating-county list retrieved October 7, 2026. This does not mean all three have no local ICE agreements: the October 2 federal roster lists Jellico Police in Campbell County and Gainesboro Police in Jackson County under TFM. The sheriff count and the presence of any participating local agency are different measures.

What Public Chapter 1015 requires
Public Chapter 1015 requires covered, POST-certified county sheriffs to enter an available 287(g) agreement by January 1, 2027. It became law on May 19, 2026. The agreement does not require local governing-body approval; that does not establish approval or payment of any particular county expenditure. The statute permits a temporary emergency suspension with notice, and a violation may lead to withholding state funds allotted to the sheriff or for the sheriff’s use. 86 days separate the October 7 research baseline from January 1, 2027. This is a baseline calculation, not a claim that the sources refresh automatically. The statute’s list of available programs includes JEM, WSO, TFM and Tribal Task Force Model. It excludes constables from the subsection and permits other law-enforcement agencies to negotiate agreements.
The law also addresses agency-specific reporting and directs Tennessee Corrections Institute rules concerning certain temporary detainee transfers. Those provisions do not themselves prove a particular jail’s daily practice or the legality of an individual detention.
Why 92 counties and 94 counties can describe different things
The CIED page lists 92 county names. Comparing it with TDOT’s 95-county directory leaves Campbell, Davidson and Jackson. Our re-reading of the dated ICE workbook also finds sheriff entries in those same 92 counties after normalizing spacing and the workbook’s “Louden” spelling to Loudon.
However, ICE lists Jellico Police Department (Campbell County) with a TFM agreement date of April 30, 2026, and Gainesboro Police Department (Jackson County) with a TFM date of September 13, 2026. Municipal participation is not the same as the county sheriff joining. It is therefore misleading to turn “not on the state county list” into “no local agency works with ICE.” Dated federal roster.
Davidson / Nashville: no Davidson sheriff agreement appears in the reviewed roster, and Davidson is absent from CIED’s county list. The law’s POST-certified qualification is relevant to reported claims of an exemption. This edition does not publish a definitive exemption finding, a court ruling or a claim of state enforcement action. A current primary legal opinion or official response is still needed for a full Davidson tracker.

Recent agreement dates worth following
The workbook lists Knox’s TFM date as September 11, 2026, Cannon’s WSO date as September 25, and both Carroll models as September 11. These are recorded agreement dates; without a sequence of earlier snapshots, we do not call them the first date ICE published each row. October 2 roster.
Putnam’s dual-model status and Sevier’s separate sheriff, constable and Sevierville police entries illustrate why a single county badge is not enough. The table retains model-specific dates and available MOA links. Missing document links remain labeled as not located or pending in the source.
Grants, reimbursements and county costs
CIED says it administers immigration-enforcement grant support, but its public support section was still marked “COMING SOON” when checked. That page does not establish an award amount or a payment to any named county. CIED.
Track agreement cost assignments, state grants, federal reimbursement arrangements and actual county receipts separately. An authorization or grant application is not cash received. A federal detention payment may arise under a separate contract, and should not be labeled a 287(g) bonus without supporting records. The county trackers flag missing invoices, reimbursement records, personnel costs and net-cost calculations.
How the table was assembled
The federal evidence is ICE’s October 2, 2026 participating-agency workbook, examined for this October 7 edition. WorthFighting retained that official workbook during the Bedford research and re-read its agency rows and embedded document links for this phase. New direct ICE downloads returned access errors during this check. Dates below are the workbook’s agreement-date fields unless another source is identified. A linked document is not described as newly downloaded or visually verified when it was not accessible.
We extracted the state’s 92 names and compared them with TDOT’s full county directory. We match ICE rows by state, county and named agency, trim whitespace, standardize DeKalb capitalization and normalize the evident Loudon spelling variation. Sheriff agreements are not inferred from municipal or state-agency rows. The table displays all listed sheriff models, not only the first match.
The workbook contains 156 Tennessee agreement rows across 122 distinct agency names in our extraction: those are not 156 counties. Agreement rows can repeat the same agency for different models. We do not assign state-agency headquarters to a county as evidence that its sheriff joined.
The source files and extraction checks support this edition; there is no automatic claim of live verification between editorial updates.
Unresolved federal row: one TFM row names Weakley County Sheriff’s Office but carries Wayne County in its county field. We exclude that row from both counties’ model totals pending clarification and flag the conflict in the table. The 156-row raw-source count includes this disputed row. District agencies shown in the other-agency column can serve multiple counties; the roster’s county tag is not a claim of exclusive jurisdiction.

The CIED county list retrieved October 7, 2026 contains 92 of Tennessee’s 95 counties. Campbell, Davidson and Jackson are absent from that list.
Do Campbell and Jackson counties have no participating local agencies?
That would be inaccurate. The October 2 ICE roster lists Jellico Police Department in Campbell County and Gainesboro Police Department in Jackson County under the Task Force Model. Those are separate from county sheriff agreements.
