Plano ISD Released-Time Religious Instruction & LifeWise Tracker
Plano ISD publicly explains how it is implementing SB 1049 through FEF(LEGAL), FEF(LOCAL) and written guidance for principals. Its explanation confirms an administrative process, while a dated final policy, adoption vote and current provider roster remain unverified in this edition.
Implementation confirmed; final vote not located
Policy, provider plans and actual operation are tracked separately. Research baseline: October 7, 2026.
Current status and local rules
| Question | Finding | Source |
|---|---|---|
| Policy identifiers and implementation | The district’s February 23, 2026 Q&A identifies FEF(LEGAL), FEF(LOCAL), TASB Update 126 and written principal guidance. It does not provide the adopted text or a board vote tally. | Document / record |
| Release time and parental choice | The district describes voluntary, parent-initiated private instruction with a five-hour weekly ceiling. The statewide 1–5-hour framework still supplies the legal baseline. | Document / record |
| Consent, transportation and supervision | Plano describes written parent requests and assigns transport and supervision to parents or providers. Its stated school role is processing requests and recording attendance. | Document / record |
| Provider, schools and LifeWise searches | The official implementation answer names no provider or participating schools. A district-confirmed LifeWise arrangement and current school roster were not located in the reviewed official records. | Document / record |
| District resources and endorsement | Plano says it does not sponsor, endorse, promote or use district resources to support these programs and describes its role as neutral administration. | Document / record |
| Local document limits | The current signed request form, detailed principal guidance, exact class-period rules, screening requirements and insurance terms were not independently retrieved. | Document / record |
| State requirements: consent and provider records | SB 1049 requires written parent/legal-guardian consent, provider-maintained attendance records available to the school, and provider responsibility and liability while the child is in its care. | Document / record |
| State requirements: transport and missed work | Transport, including disability-related transport, is assigned to the private entity, family or student. Students remain responsible for schoolwork issued during their absence. | Document / record |
| Academic credit | SB 1049 does not itself award academic credit for religious instruction. No separate local credit authorization was established in the records reviewed for this tracker. | Document / record |
| State limits on public resources | School funds may not facilitate the course except for de minimis costs. Use of school property is restricted unless allowed under a neutral equal-access policy for community organizations. | Document / record |
What Plano’s FEF explanation answers
Plano’s official answer is useful because it separates the private course from the school’s release process. Parents can ask a campus to apply its attendance procedure without assuming that the district selects or endorses the religious provider.
FEF(LEGAL) and FEF(LOCAL) are separate policy references. The Q&A’s identification of both does not supply the complete current text or establish the date trustees adopted a particular local version. This tracker therefore records implementation confirmation and leaves the exact vote unresolved.
Does Plano’s policy establish a LifeWise program?
No provider-specific approval follows from the official answer. The page covers searches for Plano ISD LifeWise Academy because families need to distinguish the general release rule from a particular organization’s enrollment process. A provider announcement should be checked against the campus procedure and dated evidence of actual activity.
No participating-school list, attendance total or claim of districtwide operation is published here. The next useful evidence is a dated school notice or other corroborated operating record, alongside the current FEF(LOCAL) policy.
How parents can check the campus procedure
Ask the principal for the current written release instructions and consent form. Clarify how the school receives provider attendance records, who may sign a child out and back in, the agreed departure and return times, and how missed assignments will be supplied and completed.
The five-hour maximum is a ceiling, not evidence that a particular Plano student is away for five hours. No blanket local ban on a specific subject period, grade level or testing day is asserted without the full local guidance.

How the Texas law applies
The enacted state framework requires a release policy, qualifying parent-requested absences, written consent, provider attendance records and liability, privately arranged transport including for disability-related needs, and responsibility for missed work. The statutory weekly range is 1–5 hours. Public-funding and property restrictions have limited exceptions.
Read SB 1049. The Texas statewide tracker separates those requirements from local choices and explains TEA guidance, attendance and academic credit.
