Why the changing city lease matters

On November 17, 2025 the council approved a community-center arrangement for Monday, Tuesday, Thursday and Friday mornings, 9:30–11:30, January 5–May 22, 2026, at $120 per week. The recorded vote was five ayes and none opposed. Those are venue availability terms, not eight hours of weekly release for an individual child. Original council record.

On February 2, 2026 the council approved an amendment for Mondays only, with a January 5–May 18 period and $30 weekly rent. Shutt moved, Davis seconded and all five members voted aye. The later schedule replaces the original facility window for that term. Amendment minutes.

The September 2026 renewal and its source limits

The reproduced September 8 council minutes record a new Monday lease for September 14, 2026–May 17, 2027, approved 3–0. The notice’s full text supplies that action, while its automatically generated summary discusses a different proposed lease at Braden Avenue. The two items should not be conflated. Full reproduced notice.

The reproduction hides dollar amounts. This tracker therefore does not report a 2026–27 rent rate. The original city agreement would also help confirm the exact room, hours and insurance terms. Official city archive.

A venue approval does not settle school release procedures

The located records come from the city, which controls the community-center lease. They do not identify which schools release pupils, the district’s notification form, a transport contract or actual class attendance. No school-board approval date or vote is inferred from the city roll calls.

For a current request, families need the school’s departure/return process and missed-work arrangements as well as the provider’s enrollment, transportation and liability documents. A municipal building is not automatically school district property; the statutory location question depends on the actual property and authorization. State conditions.

How current Iowa law applies

The law requires qualifying release for at least one and at most five hours weekly, family notification, provider attendance records and liability, privately arranged transport and agreement to make up missed schoolwork. School-property use requires authorization under §297.9; public spending is limited to the narrow administrative exception. No automatic academic credit follows.

Frequently asked questions

Is Chariton LifeWise approved for the community center?

The September 8, 2026 reproduced council notice records approval of Monday use through May 17, 2027. That establishes facility permission, not actual attendance. Source

Did the Chariton school board approve this lease?

The located roll calls are city council actions. No school-board vote is inferred, and a final district release-policy record was not located in this review. Source

Does the original four-day lease mean each child could miss eight hours?

No. Building availability and an individual pupil’s release schedule are different measures. Iowa’s qualifying-release law caps weekly school absence for the course at five hours. Source

How much is the 2026–27 LifeWise lease?

The accessible reproduction redacts the amount. The historical $30 weekly rate is not presented as the renewal rate. Source
