North Carolina Released-Time Religious Instruction & LifeWise Tracker

North Carolina requires public school-unit governing bodies to adopt policies for qualifying religious-instruction release. The enacted 2026 law and its amendment control the statewide framework; districts supply the local procedures.

What changed in North Carolina in 2026?

SL 2026-41 §7.54 created G.S. 115C-407.45 and related public-school duties. The section took effect July 7, 2026, applying beginning with the 2026–27 school year. SL 2026-61 §3.11 then clarified the weekly range: at least one hour and no more than four.

The governing body must adopt a policy requiring principals to excuse qualifying absences for instruction offered by a private entity. This is a duty to provide a release framework. It does not make a private provider a district program or establish that classes have begun.

Implementation timeline

  1. July 7, 2026: the released-time section of SL 2026-41 takes effect for 2026–27. Law.

The State Board rulemaking page is a monitoring source. Its attendance proposal and inconsistent anticipated-effective-date entry are not treated here as a finalized rule or an additional operative deadline.

What parents need before a student leaves school

  1. Request the current adopted release policy and the school’s standard consent form.
  2. Confirm who will transport and supervise the student, including the return trip and any accessibility needs.
  3. Agree on the permitted departure/return period and how travel affects total time out of school.
  4. Determine how written attendance evidence reaches the school for each day of release.
  5. Confirm the missed-work process and any local restrictions on tests, interventions or classes.

State law requires the consent, transportation notice, attendance evidence and make-up work. The other questions help identify the local implementation record. Provider registration and school release approval serve different purposes.

North Carolina LifeWise activity: what is verified

LifeWise appears in the Wake and Edenton-Chowan reporting, but planned starts remain distinct from confirmed attendance. Cumberland’s policy discussion does not establish an operating provider. Bladenboro Middle’s official feed documents activity associated with Bladen Released Time / School Ministries, a different provider.

For the local records and evidence limits, read Wake County, Cumberland County / Fayetteville, Edenton-Chowan, Bladen County / Bladenboro. A statewide law, petition count or provider map is insufficient by itself to label a district “participating.”

Which legal documents should be used?

Read the enacted session laws together. Search results can still surface proposed bills, older discretionary descriptions, or a codification page that has not incorporated the new section. The July enactment supplies the framework; the later enacted amendment supplies the revised time-limit language.

District policy attaches a separate layer of local procedure. Wake’s reviewed policy attachment and Cumberland’s reported proposal contain different scheduling details. Those details should not be described as requirements of the statewide statute.

Frequently asked questions

Does North Carolina require schools to offer LifeWise?

The law requires a policy for qualifying release to privately provided religious instruction. It does not name LifeWise or require a district to operate that provider’s program. Source

Is the North Carolina limit one hour or four hours?

The amended statute requires policies to authorize at least one and no more than four hours per calendar week. A local policy can use a one-hour allowance within that range. Source

Must instruction always be off school property?

The law restricts private religious instruction on school property but includes an exception when a neutral facility-use policy permits it. The exception is not blanket approval of a particular program. Source

May a student miss core academic classes?
