Review scope: searched the available HTML text of 33 minutes pages dated January 2025–August 2026 and the September 15, 2026 agenda for LifeWise, released-time, religious, Bible and release-policy references; examined relevant matches and recent records. Some minutes pages are sparse. This was not a review of every attachment or meeting video. No LifeWise-specific approval or rejection was located within that scope.

The manual also indexes 4.803 (religious beliefs, customs and holidays) and 4.804 (religious content of courses). Those titles should not be read as a released-time authorization. A program-specific release procedure, completed compliance certification and any provider agreement remain records to obtain.

Tennessee released-time religious instruction law

T.C.A. § 49-2-130 governs an independent entity’s off-campus religious moral instruction during the school day. Subsection (b) permits a local policy for no more than one class period daily; subsection (h) separately requires release for one hour per school day on parental request when the conditions are met, whether or not such a local policy exists. Consent and school endorsement. A parent or legal guardian must sign written consent before participation. The form must disclaim school sponsorship/endorsement and waive the specified claims against the school, district, employees and state. Signing an organizing petition does not satisfy the student-consent requirement. See subsections (b)(1) and (d).

Location, attendance and missed work. Instruction must occur off public-school property. The independent provider keeps attendance records available to the district and board. The student is responsible for missed work, while time in a qualifying course counts as school attendance. See (b)(2)–(3), (b)(7) and (f).

Scheduling. The principal or designee determines which classes a student may leave. Release cannot occur during a class teaching subject matter for which the state requires an examination for state or federal accountability. Courses must align with school class schedules. A provider’s generic reference to lunch or electives is not a verified Bedford timetable. See (b)(8)–(9).

Transportation and liability. The provider, parent, guardian or student normally arranges transportation, including transportation for students with disabilities. A board that provides school transportation may transport participants if the provider reimburses the district’s costs and expenses. The independent entity assumes liability from departure until return. No Bedford transport contract or reimbursement arrangement was verified. See (b)(4)–(5) and (c).

Instruction, staffing and funding. Public money and public-school personnel may not provide the religious instruction. The independent entity hires its instructors and employees; state teaching licensure is not required under this section. This is distinct from the reimbursed-transport exception and the screening requirements. See (b)(6) and (e).

Screening added in 2025. Public Chapter 401, effective July 1, 2025, requires identification of instructors and other provider personnel whose roles place them near participating students. They must undergo criminal-history checks before the 2025–26 year or before taking such a role, and at least every five years thereafter. The provider examines the results and certifies in writing to the district that the requirements are met and no covered person has a listed disqualifying conviction. Elective credit is a separate decision. Under (g), a board may adopt a policy awarding one elective unit per completed released-time course, supported by a provider transcript and a neutral course evaluation. The 2023 law raised the possible award from one-half to one unit. A Bedford policy awarding credit for a specific released-time course was not verified. 2023 enacted-law record.

Currency boundary: the accessible consolidated text reviewed is labeled 2025. Searches of the 2025–26 General Assembly’s public material did not locate a later enacted amendment to this section by October 6, 2026. The state’s official bill records support the 2020, 2023 and 2025 changes above. This is a public-record explanation, not an individual release or credit determination.

Parent consent, schedules and transportation: what to confirm

Before relying on a proposed local offering, confirm these details with the school and provider:

  1. Which school and grades are actually served, the start date, course location and current enrollment status.
  2. The school’s written release procedure and the signed consent form, including the statutory disclaimer and liability terms.
  3. The approved class period, departure/return times, attendance reporting and missed-work arrangements.
  4. The named transport operator, authorized pickup adults, accessibility arrangements and any district reimbursement agreement.
  5. The provider’s personnel certification, supervision arrangements and responsibility for students while away.
  6. Any elective-credit policy and course approval, if credit is being offered.
