The approval predates Iowa’s July 2025 law
The published official minutes establish the board’s April action and unanimous five-member vote. They do not contain the full sponsor agreement, a course calendar or a list of participating students. Read the reproduced board minutes.
The sequence matters: the later statewide mandate did not create this April vote. It supplies the legal conditions that must be considered for current qualifying requests. A provider-specific approval and a state-law duty to excuse absences remain separate records.
What the transportation and library reporting establishes
The August 2025 report attributed launch details to a school official and described LifeWise contracting with SWITA. A transit operator’s public status alone does not establish that the school district paid for transport. Likewise, a public library is different from school district property. The statute’s school-property clause should not be rewritten as a blanket ban on every publicly owned venue. Any actual facility agreement and applicable rules still matter. §299.1D · §297.9.
What families still need for the current school year

How current Iowa law applies
The law requires qualifying release for at least one and at most five hours weekly, family notification, provider attendance records and liability, privately arranged transport and agreement to make up missed schoolwork.
