Cobb County ICE Agreements & HB 1105 Jail Reporting Tracker

The Cobb jail record and Marietta police agreement answer different questions.

DIRECT ANSWER · DATED EVIDENCE

Sworn Q2 jail report located; Marietta has a separate TFM entry

Cobb's sheriff publishes a June 30, 2026 report and notarized affidavit, reporting 221 ICE detainers for April 1 through noon June 30. The October 2 ICE workbook lists Marietta Police — Task Force Model, January 7, 2026. It does not contain a Cobb sheriff row. These are separate agencies and separate records.

REVIEWED07OCT 2026

Cobb sheriff versus Marietta Police

The jail report identifies Sheriff Craig D. Owens Sr. and the Cobb County Adult Detention Center. The official PDF says an on-site federal immigration agent is stationed at the jail under a standing memorandum with DHS. That is the sheriff's reported arrangement; this tracker has not read the underlying memorandum or reclassified it as a 287(g) agreement.

Marietta Police is a municipal agency. Its TFM row has a January 7, 2026 agreement-date field in the ICE workbook, with an agreement document link. Fresh access to ICE documents was limited, so the date and model are attributed to the retained roster. They are not proof that every Cobb deputy has delegated federal authority.

No Cobb sheriff row was located in this snapshot. A federal agent at the jail, a detainer and a city TFM listing should not be collapsed into one countywide participation label.

Second-quarter 2026 jail report

The report's exact period is April 1, 2026 through 1200 hours on June 30, 2026. Official report, page 1.

Report measureReported value
Inmates booked into the Adult Detention Center4,896
Federal inquiries on immigration status or prior arrests516
Responses identifying unlawful presence516
Immigration detainers221

The PDF does not separately label a total-responses-received figure. We do not fill that category by assuming it equals the unlawful-presence response count. Its footnote says lawful-presence information may vary slightly because of the on-site federal agent arrangement.

These are the sheriff's report figures. Detainers are not confirmed transfers, removals, convictions or a measure of countywide crime.

Affidavit and next-report status

Page two contains a sworn statement by Major Y. Holt, identified as special project coordinator. The signature and notarial acknowledgment are dated June 30, 2026. The statement asserts the report's accuracy and compliance with §42-4-14. This is stronger source evidence than an uninspected archive link, but it is still an agency affidavit rather than a DOAA audit conclusion.

A Q3 2026 report was not located on the reviewed homepage. That limited search result is not a finding that Cobb failed to prepare, post or file a report. The next research step is to check the official site and records portal for the July–September period and supporting affidavit.

The next local update should resolve Q3 report availability and any changes to the sheriff's standing federal memorandum without assuming it is the Marietta agreement.

Annual filing and compliance status

The 2026 annual immigration compliance report is due December 31, 2026 for covered entities. Its reporting period is December 1, 2025–November 30, 2026, so the period is still open at this October 7 review. A quarterly jail publication does not establish that the annual filing was submitted. DOAA guidance.

No agency-specific DOAA finding or 2026 annual submission receipt was verified for this tracker. Annual filing: not yet due; submission unverified. Overall HB 1105 compliance: not determined. Pending 287(g) application: unknown. A missing roster row or inaccessible report cannot resolve those questions.

The Georgia statewide guide explains why a county government's sanctuary-policy certification and a sheriff's certification must be kept separate.

Next records to watch

Check the sheriff's next quarterly publication, its sworn affidavit and any corrected figures. For 287(g), verify new ICE roster entries, model changes, signed agreements and agency acknowledgments before changing status. Check the annual filing after the November 30 reporting-period close and December 31 deadline.

Direct answers & FAQ

Is Cobb County's sheriff in the 287(g) roster?

No Cobb sheriff row was located in the October 2, 2026 workbook. The sheriff's Q2 report separately describes an on-site federal agent and standing DHS memorandum.

Does Marietta have an ICE agreement?

The October 2 workbook lists Marietta Police under the Task Force Model with a January 7, 2026 agreement-date field. That is a municipal police entry, not a Cobb sheriff entry.

What does Cobb's latest verified jail report show?

The Q2 report read here records 4,896 bookings, 516 federal inquiries, 516 responses identifying unlawful presence and 221 detainers, for April 1 through noon June 30, 2026.

Does the notarized affidavit prove all HB 1105 requirements were met?

It documents the supervisor's sworn statement. It does not independently establish every statutory duty, the later annual filing or a DOAA compliance determination.
