School board and parental rights: direct answers

The School District of Oconee County publishes board member information, meeting materials, policy manual references and archives on its board page. The district's parents' information page links to the SDOC Destiny catalog, an instructional-material complaint form and the state Regulation 43-170 text.

This page covers Oconee County, South Carolina. It helps readers locate authoritative district policy, board records, library catalog and material-review sources. It separates parental information access, public comment, instructional-material procedures and sex-based-facility rules.

The sections below add selected approved 2026 board decisions and the district's posted library policy. The review distinguishes a vote to approve a policy from the policy's substantive text and actual implementation.

School board members and meeting records

The SDOC board page lists Amanda Holder (District 1, vice chair), Meghan Ketterman (District 2, chair), Sandra Sloan (District 3, clerk), Denise McCormick (District 4) and Terry Swain (District 5). Official contact and public-comment information is available there.

The district's meeting-materials index links agendas, minutes and packets. Meeting notices can change, so the posted agenda supplies the date and participation instructions for a particular meeting. Board minutes document completed actions; agendas alone do not.

August 10, 2026 — approved September 14IKA-R, grading/assessment: second/final approval5–0; minutes, p. 2
August 10, 2026 — approved September 14Authorized general-obligation bonds in an amount not exceeding $28.5 million5–0; minutes, p. 1

The bond vote is an authorization ceiling, not proof of the amount ultimately issued or spent. The June record reports four affirmative votes; this guide does not infer a named abstention or absence from that tally.

September 14 minutes had blank approval fields when reviewed. The October 12 agenda proposes their approval and other business; October 12 is after this edition's October 11 cutoff. Neither is treated here as a new approved outcome. This is a selected register, not a complete list of district decisions.

What IJK adds: supplementary materials extend beyond a library's books to items such as periodicals, maps, audio and electronic media. The posted policy directs superintendent/designee review against IJL and state standards. The policy's November 10 revision date and the same-day Section I package vote are compatible records, but the minutes do not identify each amended clause. A redline or policy packet would support that finer comparison.

The meeting index still labeled September 14 minutes draft at the October 11 recheck. October 12 business remains future at this cutoff. A draft, agenda or keyword match in an unrelated privacy policy is not a documented facilities-law implementation decision.

Parental information access and instructional materials

The district's parents' information page offers different routes for different needs:

  1. Library holdings: its SDOC Destiny catalog link helps locate school library materials.
  2. Classroom materials: the district says parents may reasonably request a list of materials for a specific class from the school principal. A library search alone is not the full classroom list.
  3. Formal reconsideration: the page supplies an instructional-material complaint form and submission instructions, alongside state Regulation 43-170.

Local policy: SDOC Policy IJL, Library and Instructional Materials Selection and Adoption, bears an October 21, 2024 adoption/revision entry. It assigns selection and ordering to school library/media specialists under the policy and gives the superintendent or designee responsibility for review. Its criteria include grade-level suitability, educational merit, accuracy and the constraints of instructional time and shelf space. The policy provides for superintendent recommendations to the board on potential new materials.

The district manual also lists IJK, Supplementary Materials Selection and Adoption, revised November 10, 2025; it links supplementary-material review to IJL. These are posted Oconee policies. They do not establish that a particular book was challenged, removed or restored. No local title-by-title disposition list was verified for this edition.

Source date conflict: what we checked

There remains a documented source date conflict on the district's parents' information page: one passage uses August 1, 2025, while its complaint passage uses August 1, 2024.

The South Carolina Department of Education's June 27, 2024 memorandum provides a stronger dated reference. It says the regulation would become effective upon publication in the July State Register and that parents could begin challenges August 1, 2024. The complaint-start date and the regulation's publication-based effective date are different facts.

This resolves which complaint-start date the state announced without silently reproducing the district's inconsistent effective-date wording. It does not establish a later Oconee policy vote.

South Carolina's Student Physical Privacy Act

The Student Physical Privacy Act, Act 152 / H4756, was signed May 15, 2026, and the legislative history records that effective date. It sets sex-based rules for multioccupancy school restrooms and changing facilities and addresses overnight lodging.

The enacted text also requires a single-user facility or accommodation and includes exceptions for specified maintenance, medical, emergency and coaching circumstances. It preserves accommodations for disabled people, older people needing assistance and young children, and permits family or single-occupancy facilities.

Local evidence: the selected June–August approved minutes, September draft, October agenda and policies reviewed here did not establish a distinct SDOC implementation decision for this act. That limited result is not a districtwide finding of no implementation or noncompliance. Administrative guidance, facility plans and later records remain open questions. This edition does not claim to resolve subsequent litigation or present enforcement status.

Phase 3 source additions: November 10, 2025 board minutes, approved December 8, page 2, and the direct Policy IJK record, revised November 10, 2025. A new October 11 review of the district meeting index retained September draft and October future-agenda boundaries.

Update log

October 11, 2026 — Phase 3: added the approved November 2025 Section I package vote, a local policy/evidence matrix and the exact IJK policy link. The existing source-date conflict correction and state/local facilities distinction remain.

October 11, 2026 — Phase 2 update. Added the approved-decision register, adopted local library Policy IJL, the current manual's IJK reference and the state memorandum clarifying the 2024 complaint-start date. Flagged the September draft and future October agenda. Local facilities implementation and title-specific material dispositions remain unverified.

October 11, 2026 — First edition. Checked the SDOC board page, the parents' information page, the state Regulation 43-170 text and the Student Physical Privacy Act legislative record. Documented the source date conflict on the parents' page without asserting a disputed date. Separated district policy from state law.

Next checks: the State Register publication entry; title-specific local material decisions; any subsequent litigation or implementation guidance for the Student Physical Privacy Act; district board records on facilities policy. New findings will receive a dated entry and supporting source. No automatic monitoring schedule is implied.

Parental oversight and related coverage

Commentary: Parents should be able to see what their children are taught and follow a clear review process. Reliable oversight also means distinguishing a complaint from a completed decision and protecting student privacy.
