LOCAL RECORDS · SOUTH CAROLINA
Oconee County, SC Right-to-Life Resolution & Pro-Life Resources
The county's 2021 resolution supplies a documented local-policy starting point. This guide connects that record with an Oconee advocacy chapter and a local pregnancy-support organization.
Resolution 2021-14 adopted 5–0 · October 19, 2021
What Oconee County adopted
The October 19, 2021 council minutes, page 4, record Resolution 2021-14 passing 5–0 on first and final reading, on a motion by Matthew Durham seconded by Paul Cain. The minutes also record public comment from different perspectives. The vote describes the council's action, not a view held by every resident.
The meeting packet, PDF pages 54–55, contains the resolution text with unfilled signature fields. It describes a right-to-life county and support for human dignity from before birth through natural death. It also calls for greater awareness of programs serving expectant parents, people with special needs, people who have experienced abuse and older residents.
Document status: the packet is the proposal text paired here with the minutes establishing adoption. An executed copy was not obtained for this edition. The packet text does not set out a criminal prohibition or penalty, and the vote does not establish a county abortion ban. No new funding amount, service outcome or later implementation measure is asserted.
Local advocacy and support resources
| Organization | Documented local connection | Role and source |
|---|---|---|
| Oconee County Citizens for Life | Named county chapter in the state organization's directory | South Carolina Citizens for Life chapter page describes pro-life advocacy. |
| Foothills Care Center | Organization lists a Seneca location as well as Clemson | Center's own website describes pregnancy and parenting support and free services. |
These are different kinds of resources. A chapter's policy advocacy is not a clinical service. Foothills Care Center states that it does not provide or refer for pregnancy termination or birth control. Its listing here is a description of the organization, not medical advice or an independent assessment of services.
Current hours, availability and events belong on the organizations' own pages. An old meeting announcement does not establish a future event, and this directory does not reproduce personal contact details.
Worth Fighting's conservative perspective
Commentary: A pro-life commitment is most useful locally when its public declarations can be connected to practical support for parents and vulnerable neighbors. The resolution's language makes that a fair question for civic reporting. Whether services expanded, residents were reached or county spending changed still requires evidence; the resolution alone cannot answer it.
This guide documents a local policy and community resources without assigning one political or religious view to all county residents.

Update log and evidence gaps
October 11, 2026 — Phase 2 launch. Linked the adoption minutes and packet text, separated the local declaration from state law, and added the two distinct local resource types.
Still needed: an executed resolution copy, any subsequent county implementation or funding record, and dated evidence of local legislative activity before adding bill-by-bill connections. No current event calendar or automatic monitoring is implied.
