Blount County Commission: Meetings, Spending and Public Records
Start with the correct public office, then follow the record from the proposed agenda item to the vote, contract and payment. This guide brings together Blount County’s meeting information, document archive and posted records-request instructions.

When and where the commission meets
The county commission’s page says regular business meetings are at 9 a.m. on the second Tuesday of each month in the courthouse commission boardroom, with a work session at 9 a.m. on the preceding Thursday. It says meetings are open to the public.
Check the specific meeting notice before traveling. The same page still links a schedule labeled 2025; the recurring description should not be treated as confirmation of every 2026 holiday or special-meeting date. The county lists 220 Second Avenue East, Oneonta, and 205-973-0285.
For speaking at a meeting, contact the commission office about the current sign-up process, deadline and time limit. The reviewed page does not establish those details. Attending a meeting and being placed on its speaking agenda are separate arrangements.
Find the agenda, then the recorded action
The county links its Agendas & Minutes archive from the government menu. Start with the relevant meeting date. The agenda tells readers what was proposed for consideration; approved minutes and the adopted document establish the recorded action and terms.
For a contract item, retain the agenda reference, motion or vote, approved agreement and later amendments together. If an attachment is absent from the online folder, identify it by meeting date and item description when asking the office for a copy. A missing online attachment alone does not show that the county withheld a requested record.
The commission directory also identifies the chairman and district commissioners. Verify those entries before addressing a request to an individual, particularly around elections or transitions.
Follow spending through distinct documents
The financial-management page identifies the commission office’s budget and finance role. The bid-posting page is a separate starting point for procurement notices. Together they help readers ask for a more useful record set than a general explanation of “county spending.”
| Question | Documents to look for |
|---|---|
| What was planned? | Proposed and adopted budget, project plan and amendments. |
| What did the commission approve? | Minutes, resolution and signed agreement. |
| Who received the work? | Bid tabulation, award and executed contract. |
| What changed? | Approved change orders and revised scope. |
| What was paid or finished? | Invoices, payment ledger and completion or acceptance record. |
These are reporting steps, not claims that every document exists for every transaction. For a concrete local example, our FY2026 road-plan report separates the county’s estimates from later award and completion evidence. For sheriff program spending, the Blount ICE agreement report identifies the operational and financial records still needed.
Use the county’s posted request form
The county links a Request for Access to Public Records form and policy. The form asks for a description of the records, the purpose of the request, a signature and contact information. It lists info@blountcountyal.gov and the commission office at 220 Second Avenue East, Suite 106, Oneonta, AL 35121.
The accompanying policy is labeled adopted October 19, 2020. It describes review access Monday through Friday, 8 a.m.–4 p.m.; $1 per copied page; and $20 per hour or part-hour for additional employee time after the first hour on qualifying large requests. It says an already-existing PDF may be emailed without charge, while converting a document is charged like paper copies.
Those are the terms in the posted 2020 policy, not a newly verified 2026 fee quotation or a legal conclusion about every request. Confirm current procedures and ask for an itemized estimate before agreeing to paid work. The general office-hours notice and the policy’s records-review hours differ, so arrange a records appointment directly.
Make a request specific enough to answer
Name the record type, decision or project, office and date range. Request existing records in electronic form when available. If a cost estimate is needed, specify that you want the estimate before work exceeds an amount you choose.
For example: “Please provide the approved minutes and attachments for the commission’s consideration of [project] on [meeting date], the executed contract, subsequent change orders through [date], and existing payment records for that contract. Please send existing electronic copies where available and advise me of any anticipated charges before processing.”
Keep your sent request and any acknowledgment. If the scope is unclear, narrow it with the custodian. If records are restricted or another office holds them, ask which records or portions can be supplied and which custodian handles the rest. The county’s policy itself notes that some records may be restricted.
Use the office that holds the record
This guide covers the Blount County Commission in Alabama. The sheriff, a municipality, Blount County Schools and Oneonta City Schools may maintain different records and procedures. The county form should not be assumed to serve all of them.
Use our school-board and parent-request guide for the two school systems. Use the elections and civic-resources guide for official voting information. When in doubt, ask the commission office to identify the records custodian before sending the same broad request to multiple offices.
This guide does not establish that a request has been filed, that a deadline was missed, or that an agency refused disclosure. It explains the published starting points and how to keep the resulting evidence organized.
Sources and reporting
We reviewed the county’s commission, finance and bid pages and read pages 1–2 of its linked public-records form and 2020 policy. The guide distinguishes posted recurring arrangements from a verified individual meeting and posted historical fees from a current quotation. No request was submitted and no denial or agency response is claimed.
