Blount County’s FY2026 Road Plan: $2.09 Million in Estimated Work

The county’s published FY2026 transportation plan lists 28 road-work entries and two bridge-painting entries, totaling $2,089,851.32 in estimated costs. Here is how to read the project list and find out what was actually contracted or completed.

A dated plan, with separate completion questions

The FY2026 County Transportation Plan posted by Blount County carries an approval date of August 7, 2025. It is linked from the county’s Engineering Department page alongside a separate FY2026 project map.

This article reviews that published plan on October 19, 2026. It is not an announcement of a newly approved October road program, a FY2027 budget, or a claim that listed construction is underway. The plan’s amendment-date line is blank in the copy reviewed. Later award, amendment and completion records are needed to establish each project’s subsequent status.

What the $2.09 million total includes

The table divides estimated project costs into $1,689,851.32 in County Rebuild Alabama Funds and $400,000 in Federal Aid Exchange Funds. Those amounts add to the printed $2,089,851.32 total.

Two bridge-painting entries—CR-26 and Pearman Drive—are estimated at $200,000 each. The remaining 28 entries describe road work. The document’s total of 30.31 miles explicitly excludes bridge projects; it should not be described as 30.31 miles of new roads.

The estimated beginning balance and annual revenue are different from the project-cost column. Adding all of those figures together would double-count the money available to support the plan. The sheet projects a remaining CRAF balance of $25,281.53 and states that remaining funds carry into the next fiscal year’s transportation plan.

Selected projects residents can identify

The following examples retain the plan’s segment descriptions and map numbers. They are selected entries, not a complete inventory of every county road. All amounts are estimates printed in the August 2025-approved FY2026 plan.

Use the full project table for the other entries and coordinates, then the matching county map to locate the numbered segment. Kent Road and Kornegay Road each appear more than once with different endpoints. A road name by itself can therefore identify the wrong scope.

How to determine what happened after approval

A transportation plan identifies intended work and estimated funding. For a selected road, ask for the later bid tabulation, award or contract, any change orders, payment records and the document recording completion or acceptance. If no contract applies, ask which work records document the county’s own activity.

For example, a question about Sawyer Mountain Road can identify map entry 28, CR-33 to Oneonta city limits, FY2026. That gives staff a defined segment to match against the procurement and engineering files. A photograph of paving alone cannot establish the final cost or whether all contracted work was accepted.

We did not obtain those later records for this edition. The figures here must not be treated as actual expenditure, final contractor payment or a current traffic advisory. Use our commission meetings and public-records guide for a practical request checklist.

Which county office to contact

The Engineering Department says it administers and inspects county-funded contracted road and bridge work, administers grants and inspects bridges. It lists 205-274-2128 and 6454 Second Avenue West, Oneonta; confirm current hours before visiting.

Use the county’s bid-posting page to locate advertised opportunities and its agenda and minutes archive to trace commission action. An invitation to bid does not establish an award. For payment and budget documents, use the financial-management office.

When reporting a problem, provide the road, nearest junction and affected segment, and ask which agency maintains it. This county plan does not establish responsibility for every city street or state highway in Blount County.

Sources and reporting

We read and visually checked the county-hosted FY2026 transportation-plan table, counted its 30 entries, checked its stated mileage exclusion and reconciled the two funding totals. We reviewed the county’s engineering, finance and bid pages. No later contract, expenditure, completion or FY2027 status is inferred from this plan.
