Blount County Water Service: New Accounts & Outage Contacts
Confirm which utility serves the property, prepare the new-account paperwork and save the right outage number. This guide covers published instructions from Oneonta Utilities and Blount County Water Authority.

Confirm the provider for the exact address
Start with a recent water bill, the landlord or the property seller, then have the named utility confirm the service address. Oneonta Utilities says it serves the city and some surrounding parts of Blount County. Blount County Water Authority operates separately. These are two local starting points, not a complete countywide provider directory.
Before scheduling a move, ask whether the property already has a meter, whether the request is an account transfer or a new connection, and which date service can begin. A mailing address alone does not establish the utility’s service boundary.
Opening an account with Oneonta Utilities
Oneonta’s new-water-service checklist requires an applicant to be at least 18. It lists a valid driver’s license or U.S.-issued ID, a Social Security number, the property’s 911 address and a septic permit if the property will not use its sewer system. Previous accounts with the utility must be paid in full.
The posted deposit is $100 for a property owner or $200 for a renter. The page says another official ID and a higher deposit may be required when a U.S. ID and Social Security number cannot be provided. Ask staff which documents apply to your situation.
Applicants are directed to visit the office in person. An account deposit does not establish every charge for a new physical connection; request the applicable connection and service costs before committing to work.
Office contacts for setup and billing
Oneonta Utilities lists its office at 1607 Second Avenue Southeast, Oneonta, with customer calls at 205-274-2159, Monday–Friday, 8 a.m.–4:30 p.m. Its email inbox is monitored during weekday business hours.
Blount County Water Authority lists 18 Arena Drive, Cleveland, and 205-625-5100. Its contact page says email is monitored Monday–Thursday, 7 a.m.–5 p.m. That statement describes email coverage; confirm counter hours before visiting.
For a new BCWA account, ask the office for its current application, identity and occupancy requirements, deposit, connection charges and activation schedule. The reviewed pages do not provide a complete new-account checklist or a guaranteed start date.
Who to call about a leak or outage
For Oneonta Utilities, the contact page says 205-274-2159 also reaches an emergency answering team after hours and on weekends.
For Blount County Water Authority, the contact page identifies 205-625-5100 as its 24-hour emergency number for major leaks or interrupted service. The FAQ page additionally lists 205-446-4844 for after-hours reports. Save both as the utility publishes them; this review did not test which line answers first.
Give the service address, when the problem started, whether nearby properties are affected and any visible leak location. Ask whether an advisory applies to your address and when the next update is expected. Email is not the utility’s stated emergency reporting route.
Reconnection after nonpayment has a separate process
Oneonta’s resumption page directs customers disconnected for nonpayment to complete its resumption form with a driver’s-license copy, or visit the office. It states that its requirements must be met before 3 p.m. for same-day resumption; requests signed afterward are handled the next business day.
Confirm the full requirements and account balance with staff. That published cutoff describes reconnection after nonpayment; it does not promise same-day installation of a new connection or restoration during a system outage.
Keep contact details current and check service notices
BCWA’s notification information describes account messages and optional alerts for outages, service interruptions and public notices. Keep your phone and email current with your provider. Oneonta’s water page links its water-quality report and service resources.
A water-quality report describes the reporting period shown in the document. For a current outage or advisory, ask the provider about your address and follow the applicable notice. For building or septic questions, use our separate home-project permit contact guide.
Sources and reporting
We reviewed the two utilities' public instructions on October 19, 2026, including a direct browser review of Oneonta's new-service checklist. This is a contact and preparation guide, not a complete service-area map. BCWA's two published emergency numbers are separately attributed, and email coverage is distinguished from counter hours. We did not contact staff, submit an application, test emergency lines, confirm an individual property's provider, obtain a connection quote or verify a current outage or advisory. Deposits and reconnection cutoffs apply only as described by the named utility.
