Blount County Home Projects: Building, Driveway and Septic Contacts

A remodeling job, new driveway or septic project can involve different offices. Start with the property’s exact location and scope, then confirm the approvals that apply before scheduling work.

Start with the parcel and the proposed work

Write down the site address, parcel number and a short description of the project. Include any planned addition, change of use, new driveway, grading or septic work. Ask the relevant city or county office to confirm its jurisdiction over that property.

A mailing address alone should not be your basis for selecting an approval process. For property in another Blount municipality, contact that town; the Oneonta instructions below describe Oneonta’s published process. This guide does not determine whether a particular project needs a permit or qualifies for an exemption.

Oneonta: discuss plans before starting

Oneonta’s Building Inspections & Permits page asks residents to consult inspectors before remodeling, building or drawing plans. It says the city uses the 2021 International Codes and calls for two complete sets of construction plans for Building Inspector and Fire Marshal review before work begins.

The page links the city’s building-permit portal and fee schedule. Call 205-813-7191 or email inspections@cityofoneonta.us to confirm the application, plan format, required reviews and inspection stages for your project. Do not treat submitting an application as permission to begin construction.

Check the proposed use as well as the structure

The city’s zoning page links its zoning ordinance and map. Use them to prepare questions about the property’s district, proposed use and placement of improvements, then have the city confirm how the rules apply to the parcel.

Ask whether a proposed change needs a separate zoning review or other decision before a building permit can be issued. Keep the written response with your plans so the owner, designer and contractor work from the same instructions.

County engineering: road access and subdivision questions

The Blount County Engineering Department administers county subdivision regulations and links a Driveway Access Permit. Its office is at 6454 Second Avenue West, Oneonta, telephone 205-274-2128.

For a new or changed entrance, describe the road and site and ask who controls the road, which application applies and when approval or inspection is needed. For dividing land, ask about the current subdivision-review requirements. Neither the driveway form nor a building application should be assumed to settle the other question.

The county EMA page also provides a Floodplain Management link. For floodplain-review routing, call 205-973-0578 and ask which official should review the site before grading or building.

Septic applications go through environmental health

The Blount County Health Department’s environmental-services page lists onsite-sewage applications and permits among its services. Its environmental office number is 205-947-1076, also confirmed on the department’s contact page.

Describe whether the project concerns a new system, existing system or proposed property development. Ask what site information, application and review are needed and which steps must happen before installation. A city construction review does not answer that separate application question.

Keep one project file with separate approvals

Save each office’s instructions, submitted plans, permit number, payment receipt and inspection record. Before work starts, compare the approved scope with the contractor’s proposal and identify who will request each inspection. If the design changes, ask the issuing office whether another review is needed.

For related obligations, see our business-license report and county meetings and public-records guide. Licensing, permit approval and public-record access serve different purposes.

Sources and reporting

WorthFighting.org reviewed six city, county and state sources on October 19, 2026. This is an office-routing and preparation guide, not a determination of permit requirements for an individual parcel. Oneonta’s instructions are not generalized to unincorporated land or other towns. County driveway and subdivision links are identified without interpreting engineering standards. The ADPH environmental page has an unrelated food-service paragraph naming Calhoun County; that paragraph is not relied upon, and the Blount environmental telephone is cross-checked against ADPH’s contact directory. No application, plan or private property record was submitted.
