Contact the county before making a trip
The Blount County Probate passport page identifies its acceptance contact at 205-973-0584, extension 3118. The office address is 220 Second Avenue East, Room 101, Oneonta.
Call to confirm appointment requirements, passport-service hours, accepted payment methods and whether photographs are available onsite. The page tells applicants to bring a passport photograph; it does not establish a photo service or a same-day appointment. Confirm the location directly before assuming the Hayden Annex handles your application.
Prepare a first-time adult application
The State Department’s adult application instructions direct first-time applicants and adults who cannot renew to apply in person. Prepare:
- Form DS-11, printed on single-sided paper. Wait to sign until the acceptance agent instructs you.
- Acceptable physical evidence of U.S. citizenship and a photocopy.
- A physical photo ID and copies of its front and back. Bring a second photo ID if your ID is from another state.
- One compliant passport photograph and the required payments.
Use the federal checklist for acceptable citizenship evidence and special situations. A phone image of a birth certificate does not replace the required physical document.
Children and teenagers have different requirements
For a child under 16, use DS-11 and bring the child in person. The federal process requires citizenship evidence, proof of the parent or guardian relationship, identification and parental consent. A child’s passport cannot simply be renewed through the adult renewal process.
If a parent cannot attend, the State Department lists documentation routes for consent, sole authority or special family circumstances. Review the applicable route with the acceptance agent before the appointment; the county’s brief two-parent checklist does not describe every federal exception.
Applicants aged 16 or 17 use DS-11 for their first adult passport and must show that one parent or legal guardian knows they are applying. Follow that age-specific checklist.
Check renewal eligibility before using DS-82
The county describes renewal by mail, but federal eligibility involves more than the expiration date. For the usual mail-renewal route, the passport must be available to submit, undamaged beyond normal wear, never reported lost or stolen, issued within 15 years, and issued at age 16 or older with ten-year validity. It must show your current name or be accompanied by the required name-change document. Review the separate instructions for limited-validity passports.
Eligible applicants mail DS-82 themselves; the $35 facility acceptance fee does not apply to this renewal route.
Online renewal has its own eligibility checklist, including age 25 or older, passport-validity conditions, unchanged personal information and no travel for at least six weeks after submission. It offers routine processing. Check all requirements on the official page before starting.
Budget for the application and acceptance fees
The federal fee schedule, reviewed October 19, 2026, lists these passport-book charges:
- Age 16 or older, first-time or ineligible for renewal: $130 application fee plus $35 acceptance fee.
- Child under 16: $100 application fee plus $35 acceptance fee.
- Eligible adult renewal: $130 application fee.
At an acceptance facility, pay the State Department application fee separately from the facility fee. Federal instructions call for a check or money order payable to the U.S. Department of State; ask the county which methods it accepts for its fee. Photos, mailing and optional services may add costs. Expedited processing costs another $60 per application.
Allow time for both processing and delivery
The State Department’s October 5 processing-time update lists routine processing at 4–6 weeks and expedited processing at 2–3 weeks. Those periods exclude mailing: the agency says an application may take up to two weeks to arrive, and the issued passport may take another two weeks to reach the applicant.
Urgent-travel service uses an appointment at a passport agency and proof of international travel within 14 calendar days. A county acceptance visit does not reserve that appointment. Check the current federal instructions before choosing a service; processing estimates are not a guaranteed delivery date.
Sources and reporting
We compared Blount County Probate's local passport instructions with current State Department HTML guidance on October 19, 2026. Federal sources supply the fuller renewal and parental-consent requirements; the county page supplies the local contact. Fees are passport-book examples, not an individual quote. We did not book an appointment, submit an application, collect identity records or determine any person's eligibility. Processing estimates exclude mailing and may change.
