Follow the decision, not just the headline

Parents need to know what their child can read, how to set individual limits, who decides district-wide access and where the public record can be checked. This collection connects those practical questions to policies, catalogs and dated decisions.

For a parent

Start with the campus catalog and your district’s parent controls. Identify the edition, grade level and digital or physical collection. If raising a broader concern, use the district’s formal process and keep a dated copy.

For a local reader

Check the policy, proposed acquisition list, committee recommendation, board record and any appeal. A missing catalog search result alone does not establish why a title is absent.

Challenge filed
A formal challenge is documented; the review body may not yet be identified.
Administrative review
Staff are evaluating a collection or title outside a documented formal challenge decision.
Committee review
A committee or advisory council is reviewing a title.
Committee recommendation
A recommendation is recorded; it is not itself a final board decision.
Board consideration
An agenda identifies an item for trustees; action is not yet established.
Board decision
An official source attributes a decision to trustees; its date and tally are recorded only when supplied.
Appeal pending
An appeal is expressly pending in the latest source. A past appeal agenda alone is not enough.
Final current status not located
A dated final disposition or current status could not be established from the reviewed records.

The latest register says review is pending; exact availability may be unverified.
Temporarily restricted
Access is suspended while review continues; not a permanent removal.
Age or grade restricted
The documented action limits access by age, grade or permission.
Retained
The deciding body kept the material in the stated collection.
Removed
The source records removal from the stated collection; scope and date still matter.
Restored
The source records returning material after an earlier restriction or removal.
Acquisition rejected
A proposed addition was rejected; this does not establish removal of an existing copy.
No final decision located
Intermediate records were found, but a final decision was not verified.
Unknown
The evidence does not establish this field. It does not mean no policy, no challenge or noncompliance.

How a library decision becomes a public record

Acquisition policies govern additions. Reconsideration policies govern objections to existing materials. Parents may also have a separate process to limit access only for their own child. Staff can review or weed a collection administratively; committees may advise; boards may take final action under the applicable local and state rules. Each step needs its own label and source.

Ask five questions: Which title or edition? Which campus and grades? Who acted? On what date? What happened afterward? An appeal or restoration can change the meaning of an earlier decision. A catalog confirms holdings only for the collection and time actually checked.

Source hierarchy and methodology

WorthFighting researches official records first: enacted law and agency rules; district policies; board minutes and orders; council records; district registers, forms and catalogs. Agendas establish scheduled business, not an outcome. District summaries are attributed and are checked against more specific records when available.

This is a purposive research sample, not a census or a compliance ranking. We selected districts for document quality, current implementation, council activity, significant decisions, usable parent procedures and recurring public-record value. Search opportunity is an editorial assessment, not measured search volume or population coverage.

Each record separates a source’s date, an event date and our October 9, 2026 verification date. Month-only dates remain month-only. A live link is not proof that all underlying facts are current. Parent accounts, private student records and every campus holding were not accessed. Missing evidence is labeled; it is never converted into a negative finding.

Direct answers

Does a challenge mean a book was removed?

No. A challenge requests review. Temporary restrictions, recommendations, final decisions and restoration are different records. Always check the named decision-maker, date, campus and scope.

Where should a parent start?

Find the district’s library page, campus catalog and parent controls. A limit for your own child and a district-wide formal challenge use different procedures. The Texas guide links the applicable state provisions and local starting points.

Is there one national school-library rule?

This tracker does not apply Texas law nationwide. Local procedures depend on the state and district. Texas is the first state published in this collection; other state trackers will be added only after their own source review.

How are errors corrected?

Use WorthFighting’s corrections page and identify the district, title, dated record and official source. New evidence should update the record while preserving the earlier documented action.
