This tracker follows eight named Crossville and Cumberland County development decisions through their documented milestones — not blanket approvals. Each entry distinguishes a staff recommendation from a recorded vote, a preliminary plat from a final plat, a permit from construction, and an announced investment from an achieved outcome. Do not add lots, building sites, rental units and unresolved proposals together into a single future-homes total. Each row's scale is a dated figure from a specific document.

Beehive subdivision

The Crossville Planning Commission approved the preliminary plat on April 16, 2026. The April staff description identified 125 total lots and 121 building sites. Headline quantities in local reporting varied — 128 in one outlet, 124 in another — but those differences could reflect counting conventions or plan versions, not a documented reduction. Resolve any quantity against a stamped or latest approved plat before treating a different number as current. April staff file; April meeting action.

TDEC issued permit NR2607.45 on August 5, 2026, for active ARAP utility-line crossings of streams and wetlands at Rocky Branch. The permit was applied for on August 4 and issued/effective August 5. Its scope is the utility-line crossing, not all-site authorization. TDEC permit NR2607.45.

A September 17, 2026 agenda item concerns a 30-to-20-foot front-setback variance. The staff file was created September 10 and the staff recommendation is approval, but the September minutes were draft or unavailable in the reviewed interface. The variance outcome is not established. A project-specific council action was not located. September 17 agenda file; September 17 meeting.

Status: preliminary plat approved; later variance outcome unknown. Do not describe this as simply "approved" — the setback variance and final plat remain separate.

Cook Road Phase II

Cook Road Subdivision Phase II sits along Cook Road, directly in front of Stone Elementary. An earlier proposal used a duplex/cluster concept; the reviewed plan changed to 23 single-family lots. The Crossville Planning Commission approved the final plat and financial guarantee on August 20, 2026. Staff report; August 20 meeting action.

The staff report identified a $24,320 curb guarantee, a $45,000 topcoat payment already paid, and city final paving at 70% buildout or seven years, whichever comes first. The later staff report described about 1,030 feet of road, 1,180 feet of six-inch water, and 880 feet of two-inch low-pressure sewer. Earlier design sizes differed; do not merge preliminary and final dimensions. The seven-year paving trigger is not a plat expiration. Earlier Phase II staff report.

Staff reported that binder was installed by the August agenda. No verified home completion or occupancy count was located. Acceptance or release of remaining road obligations was not located in the records reviewed.

Status: final plat and financial guarantee approved. Binder evidence is not home completion. Do not merge this with Beehive or a different Cook Road townhome project — the table counts this development once, despite two recorded approval motions.

Old Mail Road townhomes

The April 16, 2026 file named the project Bartlett Townhomes Old Mail Road, with an attachment identifying 986 Old Mail Road. The Planning Commission approved a rental site plan for 8 townhomes that day. A later file proposed converting the rental units to individually owned lots, with lot footprints approximately 773–904 sq. ft. — those are lot footprints, not total dwelling floor areas. April site-plan file; April meeting action.

On August 20, 2026, the Planning Commission denied the ownership-plat version 1. The denial applied to that ownership-plat version, not to the earlier rental site-plan approval. A September 17, 2026 agenda item concerns version 2 of the ownership plat; its outcome is not established. August denial file; August 20 meeting action; September 17 meeting.

The April staff recommendation was contingent on required stormwater permits; April staff said stormwater calculations had not yet been performed. The later staff recommendation called for bylaws review before final plat. September recommendations are not represented as adopted conditions. A January 15, 2026 file (26-0025) recorded two-lot Bartlett Old Mail subdivision/variance approvals — relevant background, not eight new homes authorized by that lot split.

Status: rental site-plan approved; later ownership-plat version 1 denied; version 2 outcome unknown. Do not describe the entire project as "denied" — the denial applied to the later ownership-plat version, while the earlier rental site plan had been approved.

Genesis Road retail center / Crossville Commons

The May 2026 site-plan file named the project Power Retail Center; September Commercial Development District attachments used the name Crossville Commons. Media connects the Commons with the major Genesis retail project. They are grouped editorially, but a full legal parcel and financing crosswalk was not established. The Planning Commission approved the site plan on May 21, 2026. The plan described approximately 160,000 sq. ft. plus two multi-tenant buildings totaling about 30,000 sq. ft. Utilities were explicitly excluded from the presented plan and were to return for separate approval. Staff recommended a stormwater contingency; the full motion wording was not independently verified. May 21 meeting action.

A September 25, 2026 council agenda (file 26-0372, created September 15) attached funding, assignment and payment-waterfall documents. The official action table lacked a final vote. September 29 news reported approval, but the official posted outcome was not verified. September 25 meeting.

TSCG's leasing page names anchors and a Q3 2027 delivery target. Those are attributed marketing claims, not opening guarantees. Do not silently combine a current marketing page and an old brochure's acreage, square footage or tenant lists. TSCG Crossville Commons leasing page.

Status: May site-plan approved (utilities excluded); September 25 district agreements — official action table lacked final vote, news reports approval. Keep the May site-plan approval separate from later utility and agreement actions.

Genesis/Iris mixed-use project

File 25-0356 describes a mixed-use project at Genesis Road and Iris Lane, associated with Bubba's Bodega. The Planning Commission approved/recommended on September 18, 2025, and the City Council approved as recommended on October 14, 2025. The council action concerned a sewer extension — about 215 feet of eight-inch gravity sewer and a manhole — not all-project construction clearance. Official legislation report with text.

The plan described 14 townhomes and proposed retail spaces of 3,375, 2,500 and 3,750 sq. ft. The Bodega has no gasoline pumps in the described plan. This project is separate from the 24.07-acre Iris Lane workforce-housing RFP. Do not merge the two.

Later permit, inspection or utility-acceptance records were not located. Construction was not established. The trail ends at the October 14, 2025 council action. No known next decision date.

Status: council sewer-extension approval; not a completed mixed-use project. Do not merge with the Iris Lane workforce-housing RFP.

Industrial spec building at Interchange Business Park

The Crossville City Council awarded the spec building contract to Sain Construction Company on June 10, 2025. On May 12, 2026, the council approved Change Order 1 as recommended. The change-order narrative describes foundation changes, groundwater drainage, stem-wall cuts and inspections — evidence of construction activity by that record, not proof of current vertical progress or completion. A file created April 30 and approved May 12, 2026 (S3) recommended a grant-agency approval contingency. Grant concurrence was not established. A secondary article described an October 2025 groundbreaking; a ceremony does not establish vertical construction and is not the latest official stage. Grant-contingency file.

Secondary real-estate coverage associated the building with 326 Interchange Drive and approximately 100,000 sq. ft. Those dimensions were not independently verified and are not used as primary records. Groundwater drainage in the change order is not an environmental violation finding.

Status: contract awarded; Change Order 1 approved; grant concurrence not established. No unsupported tenant or occupancy claim is made.

Durable Products manufacturing expansion

TNECD announced on February 25, 2026 that Durable Products LLC, a subsidiary of GreenLiner, LLC, would expand manufacturing operations at an existing Cumberland County facility, with TNECD describing the location as Crossville. The announcement cited $27.3 million and 134 new jobs — those are announced figures, not realized outcomes. TNECD announcement.

A March 23, 2026 State Funding Board packet documented a $900,000 FastTrack grant request. The packet described investment and job commitments over five years; no completion or occupancy deadline was inferred from the announcement. Final grant approval or disbursement was not verified. Project-specific local development approval was not located in the records reviewed. State funding consideration is not a permit.

Status: announced expansion and documented FastTrack request; final grant approval not verified. Keep announced investment and jobs separate from achieved investment and jobs.

Iris Lane workforce housing

The City of Crossville distributed a workforce-housing RFP for a city-owned tract on Iris Lane off Genesis Road. The RFP described approximately 24.07 acres. Addenda were issued December 1 and December 3, 2025; the bid opening was January 20, 2026. Workforce-housing RFP.

The January 20 bid tab lists one submission from Creative Compassion, Inc. Selection or award was not established. A March 10, 2026 council award was anticipated in an addendum, not established as having occurred. The RFP assigns due diligence, infrastructure and required approvals to the respondent and references a known wetland; no mitigation authorization was established. Bid tab and addenda.

This project is separate from the Genesis/Iris retail-and-townhomes mixed-use project. The approved unit count was not established; single-family, multifamily or a combination was contemplated. A separate three-home THDA grant story about Creative Compassion was not linked to this tract without evidence.

Status: proposal submitted; selection/award not established. A proposal submission does not establish an award or an approved development.

City versus county jurisdiction

The Crossville Planning Commission reviews projects within its jurisdiction; the Cumberland County Planning Commission reviews county projects outside the city. A Crossville mailing address does not settle whether a parcel is within the municipality, and municipal boundaries were not independently established for every site in this tracker. School location, mailing address and regional planning review are insufficient to establish city-limit status.

Use the Crossville legislative calendar to check upcoming and recently held meetings. An agenda shows proposed business; the action history and approved minutes establish what the body did. A meeting proposal and an approved agreement should be labeled differently.

Sources, methodology and corrections

Every source was checked October 1, 2026. Primary sources — official Legistar files, meeting actions, TDEC permit records and state announcements — take precedence over media or marketing for approval claims. Meeting action tables, not agenda labels such as "Regular Agenda," determine recorded votes. Several PDF attachment attempts failed; those documents are not described as read.

"Not located in records reviewed" is not proof that a document or approval does not exist. "First record" means earliest located in this research, not a claim about the project's actual inception. Source dates are document or event dates, not dates inferred from Google crawl labels.

Scope limits: This is not a complete countywide construction inventory. County Planning Commission documents were reviewed, but a complete current project-minute series was not established. Fairfield Glade / St. George Village, Donnelly Place, Pointe Place and other leads were excluded rather than labeled approved or denied without sufficient tracing. Small annexations, two-lot splits and minor site plans were not included merely to increase the count.
