For Cumberland County families asking about transgender students, parental notification and privacy at school, two documents provide a concrete starting point: the district’s posted Policy 3.220 and Tennessee’s 2024 parental-notification enactment. They address different parts of the process.
What the posted local privacy policy says
Access to Private Facilities, Policy 3.220, is dated January 26, 2023. It says students, employees and teachers who want greater privacy may request reasonable accommodations involving multi-occupancy restrooms, changing facilities or sleeping quarters during school-sponsored activities.
Requests go in writing to the principal. The policy directs appeals to the process provided by state law and instructs the director of schools to develop an administrative procedure. The posted page does not supply that procedure or decide the outcome of a particular request.
What Tennessee’s parent-notification enactment covers
The legislature’s HB2165 / SB1810 record identifies Public Chapter 832 of 2024. For a student’s request for an accommodation intended to affirm gender identity, it establishes an employee-to-administrator-to-parent reporting chain. Specified examples include a requested name different from school records or a pronoun different from the sex recorded on the qualifying birth certificate.
The enactment also prohibits knowingly giving a parent false or misleading information about the student’s gender identity or intention to transition. The official 2025 code-bill compilation, section 49-6-315, defines “student” for this provision as someone under 18.
That is a specific notification rule. It does not, by itself, answer every question about school athletics, curriculum, medical care or a particular facility arrangement.
Questions families can take to the school
A focused request can ask for:
- The current administrative procedure implementing Policy 3.220, including its revision date.
- The staff member who receives a written privacy request and how a decision is communicated.
- The school’s procedure for the state notification requirement, including who contacts the parent.
- The available review or appeal route and the policy governing it.
- The separate process for reporting bullying, harassment or an immediate safety concern.
Keep a child’s personal circumstances out of a public meeting submission when they are unnecessary to the policy question. A general policy inquiry can identify the rule being requested without naming a student.
Local evidence and its limits
The Cumberland County policy directory is the local starting point used here. The district’s Federal Programs page also lists nondiscrimination information and a central-office contact, 931-484-6135.
This review did not establish a new October 2026 board vote, a local violation, or an individual student dispute. The 2023 issue date belongs to the posted facilities policy; October 19 is this article’s review date. Current implementation documents and any case-specific court orders would need separate examination before resolving an individual dispute.
