Highway 231 sewer expansion: transfer authorization
The August 11, 2026 commission minutes, pages 1–2 record adoption of Resolution 26-18, authorizing a $10,000,000 state-grant transfer to Shelbyville Power, Water & Sewerage for Highway 231 sewer expansion.
The resolution assigns procurement, construction oversight, ownership, operation and maintenance responsibilities to the utility. It describes the state investment as the required local match for an application to the U.S. Economic Development Administration’s Public Works program.
Verified stage: transfer authorized. This record alone does not establish that money was disbursed, that EDA awarded funding, that construction began, or that the system has added usable capacity. The transfer should not be casually added to the capital-fund totals without tracing its accounting treatment.

School facilities: proposals and capital planning
The October 5, 2026 school-board fall-retreat agenda lists a TCAT renovation, phase one, a Community High baseball/softball pitching and hitting facility, and a 5–10-year capital outlay plan, among other items.
Verified stage: listed for discussion. No project-specific approved cost, construction contract, start date or completion claim is assigned to those agenda items here. An education capital fund appropriation does not by itself establish that a particular retreat proposal received funding.

How to verify a public project’s progress
- Proposal: find the dated agenda, design or capital plan and responsible public body.
- Approval and funding: locate the adopted resolution, appropriation or grant award and any conditions.
- Procurement: check the county bid and RFP page, award decision and executed contract. A bid invitation is not a contract award.
- Work and payment: seek a notice to proceed, progress reports, change orders and paid invoices.
- Completion: look for inspections, acceptance, closeout and the operational service date.
