What is happening with development in Shelbyville, TN?

Remington Farms received final PUD rezoning approval on May 14, 2026. The council minutes report 480 homes, including 345 single-family residences. Two South Cannon Boulevard / US 231 South residential rezonings were also approved. Read the city minutes.

Bedford County authorized a $10 million state-grant transfer for Highway 231 sewer expansion on August 11. That is an authorization; an EDA award, construction start and completed capacity are not established by the resolution. Read the county minutes.

No complete public permit register or current construction inventory was verified. The latest decision located for each record is dated below. An older approval is not described as a new October action, and an agenda is not treated as a vote.

Shelbyville City Council approved the amended Remington Farms PUD on second and final reading by a 4–2 vote on May 14, 2026. The minutes describe approximately 158 acres and report a final total of 480 homes, including 345 single-family residences. City minutes, pages 3–4.

The February presentation showed 535 homes. That earlier figure is superseded by the number reported in the May decision. The February packet’s annexation history records second-reading approval on February 8, 2024; its summary slide and history use inconsistent annexation-year labels, so the dated history is the reference here. Infrastructure: May minutes record developer representations about sewer fees, a future school site and agreed US 41A work. These are commitments recorded at the meeting, not evidence that the work or donation was completed. A potential school site does not establish a funded school or an opening date.

Next evidence needed: the final adopted pattern book and ordinance number, approved phase plats, grading/building and TDOT access permits, bonds, utility acceptance records and a dated construction update. No start date, completed-home count or permit count is asserted in this edition.

The May 14 minutes record two second-and-final-reading approvals from C-2 general business to R-2 medium-density residential, both by unanimous roll call. The first concerns approximately 1.35 acres plus a 1.69-acre portion of a split-zoned parcel (Tax Map 100, parcels 043.01 and 042.00). The second concerns approximately 0.32- and 0.94-acre split-zone portions (parcels 037.01 and 042.02). City minutes, page 4.

These are zoning decisions, not verified subdivision plats or construction permits. A housing yield, developer marketing name and start date have not been established. Check the enacted ordinances, legal descriptions and subsequent site/plat approvals before making parcel-level decisions.

Highway 231 Sewer Expansion Project

Bedford County commissioners approved Resolution 26-18 by voice vote. It authorizes transferring $10,000,000 in state grant funds to Shelbyville Power, Water and Sewerage System for the Highway 231 sewer expansion. County minutes and resolution, pages 1–2.

The resolution assigns procurement, construction oversight, ownership, operation and maintenance to the utility. It says the state investment can serve as the required local match for an application to the U.S. Economic Development Administration Public Works Grant Program. An application is not a federal award.

Money status: this document establishes authorization, not a verified disbursement, total project cost or completed construction. Monitor the executed transfer agreement, EDA award decision, bids, contract, engineering limits, notice to proceed and utility board reports.

US 41A / Colloredo Boulevard / Lane Parkway

The city’s February Remington Farms presentation includes a conceptual sketch of potential intersection improvements and says the city was pursuing infrastructure grants. It separately describes proposed developer-related US 41A work near the project access and Cloverdale Road. Packet, pages 14–15.

This dated planning material does not prove that a grant was awarded, that the Colloredo work is included in a construction contract, or that lanes have opened. The traffic analysis is a forecast tied to an earlier development iteration; it is not a measurement of October traffic conditions.

Next evidence needed: final traffic study for the adopted plan, TDOT access approval, grant award, design contract, right-of-way and construction schedule. No bypass-extension opening date is verified. City Council approved the low bid for flood-pump installation, with an amended not-to-exceed authorization of $3.1 million to accommodate alternates if the city engineer determines they are needed. The engineer described a hoped-for late-June start and a 240-day work period. Those were meeting-time expectations, not a verified October progress report or guaranteed completion date. The $3.1 million authorization should not be confused with the discussion’s broader estimate for purchasing and installing pumps.

The September 22 Planning Commission agenda lists review of pages 96–132 of the first comprehensive-plan draft, minimum roadway widths for major subdivisions, and limits on simple-subdivision lots from a single donor tract over a time period. The August 25 agenda listed review of draft pages 65–95. This documents a sequence of scheduled review, not adoption of the plan or a new minimum width or lot limit. The reviewed September agenda supplies no final dimensional standard.

The adopted text establishes a temporary one-year permitting moratorium for large-scale and hyperscale data centers in unincorporated Bedford County while standards are studied. This is a county land-use policy record, not confirmation of a named data-center construction project or a countywide ban on all commercial development. The full resolution contains definitions and implementation provisions; consult it for scope. Later amendments, court action or replacement standards have not been established by this review.
