A Better Bedford PAC Reports $70,859.32 in Spending Across Three 2026 Filings
An original review of the state-filed reports, with a transparent reconciliation of receipts, spending and the balance reported through July 27.
What the three filings establish
Three reviewed filings report $4,000 in receipts and $70,859.32 in disbursements, leaving $60,237.57 at the end of the pre-primary reporting period on July 27. Payments to ten candidate-named payees total $54,000 by our grouping; $49,000 is labeled CONTRIBUTION and $5,000 is labeled DONATIONS in the original rows. These are reported figures for the reviewed periods, not the PAC’s current bank balance.
Which records this report covers
We located A BETTER BEDFORD PAC in the Tennessee public campaign-finance search, then read its report list and original full reports. The list showed three 2026 reports as of October 11: 1st Quarter, submitted April 10; 2nd Quarter, submitted July 9; and Pre-Primary, submitted July 29.
The state PAC schedule assigns those periods January 16–March 31, April 1–June 30 and July 1–27. This review therefore covers January 16–July 27, 2026. It is not a full calendar-year total. It excludes January 1–15, earlier fundraising, later activity, and any subsequent amendment.
The public search identifies committee ID 10433, a creation date of May 11, 2023, and Troy Brewer as treasurer. A disclosure is the filer’s reported account of transactions; it is not an independent bank audit.
The cash reconciliation, report by report
| Report and submission date | Beginning balance | Receipts | Disbursements | Ending balance |
|---|---|---|---|---|
| 1st Quarter — April 10 | $127,096.89 | $4,000.00 | $40,859.32 | $90,237.57 |
| 2nd Quarter — July 9 | $90,237.57 | $0.00 | $30,000.00 | $60,237.57 |
| Pre-Primary — July 29 | $60,237.57 | $0.00 | $0.00 | $60,237.57 |
Sources: original reports 125785, 126908 and 127108. Each ending balance equals beginning balance plus receipts minus disbursements, and it matches the following report’s beginning balance.
Our cross-report calculation is $127,096.89 + $4,000.00 − $70,859.32 = $60,237.57. The decline from the opening balance is $66,859.32. Spending above new receipts in this reviewed window draws down the reported opening balance; it does not itself establish debt or a reporting violation.
The three reports show zero outstanding loan balances, zero outstanding obligations and zero in-kind contributions. Those fields describe these filings only. The July 27 ending balance is not verified cash on October 11.
Payments to candidate-named payees
The table groups the original disbursement rows by their printed payee names. It does not independently establish recipient account ownership, county, party, election designation or a matching deposit in a candidate’s filing.
| Payee name as filed | Reviewed amount | Original purpose labels |
|---|---|---|
| ALEX MITCHELL FOR COUNTY COMMISSION | $5,000.00 | CONTRIBUTION |
| BRIAN BRUCE FOR COUNTY COMMISSION | $7,000.00 | DONATIONS ($5,000); CONTRIBUTION ($2,000) |
| DAVID DENSON FOR COUNTY COMMISSION | $5,000.00 | CONTRIBUTION |
| FRIENDS OF JARED FEATHERSTONE | $5,000.00 | CONTRIBUTION |
| MARK BRYANT FOR COUNTY COMMISSION | $5,000.00 | CONTRIBUTION |
| MATTHEW GRAGG FOR COUNTY COMMISSION | $7,000.00 | CONTRIBUTION |
| NIKIA ELLIOT FOR SHERIFF | $5,000.00 | CONTRIBUTION |
| RAY TURNER FOR COUNTY COMMISSIONER | $5,000.00 | CONTRIBUTION |
| CURT COBB FOR BEDFORD COUNTY MAYOR | $5,000.00 | CONTRIBUTION |
| JENNIFER TEMPLETON FOR COUNTY COMMISSION | $5,000.00 | CONTRIBUTION |
| Total: ten candidate-named payees | $54,000.00 | $49,000 CONTRIBUTION + $5,000 DONATIONS |
Sources: 1st Quarter and 2nd Quarter. Twelve itemized payments contribute to this table. No individual payment is counted twice.
Original analysis — why the grouping matters: a tally of only rows whose purpose is CONTRIBUTION produces $49,000. The February 24 payment of $5,000 to BRIAN BRUCE FOR COUNTY COMMISSION is labeled DONATIONS. Including that separately disclosed row in a payee-based comparison produces $54,000. We preserve both numbers and their definitions. This is an editorial grouping, not a correction to the state’s filing or a legal conclusion about classification.
The filings spell two payees MARK BRYANT and NIKIA ELLIOT. The PAC’s endorsement statement uses Mark McBryant and Nikia Elliott. This extract retains the filing spellings rather than silently merging names. The recipient side of these transactions has not been independently reconciled.
Consulting, video, accounting and filing-fee payments
The remaining six disbursement rows total $16,859.32.
| Payee as filed | Purpose as filed | Reviewed amount |
|---|---|---|
| INGRAM GROUP | POLITICAL/ADMIN CONSULTING | $8,750.00 across two payments |
| BLUE RIDGE STRATEGIES LLC | POLITICAL/ADMIN CONSULTING | $6,250.00 |
| COFFEY, CHARLIE | VIDEO PRODUCTION | $1,000.00 |
| POLITICAL FINANCIAL MANAGEMENT | COMPLIANCE/ACCOUNTING | $709.32 |
| TENNESSEE BUREAU OF ETHICS | FILING FEE | $150.00 |
Sources: 1st Quarter and 2nd Quarter. Consulting accounts for $15,000 of this subtotal. The candidate-named payee grouping plus these other rows reconciles to the reported disbursements: $54,000 + $16,859.32 = $70,859.32.
The purpose descriptions establish what the filer reported. They do not identify the content of every advertisement, the work covered by each contract, or a beneficiary for each consulting payment. We do not reclassify the consulting or video rows as independent expenditures without additional evidence.
Who supplied the $4,000 in reviewed receipts?
| Contributor name as filed | Itemized rows | Total |
|---|---|---|
| HAWKINS & PRICE LLC | Two $1,000 rows, March 30 | $2,000.00 |
| HAWKINS ASPHALT PAVING LLC | Two $1,000 rows, March 30 | $2,000.00 |
Source: 1st Quarter report. All four rows are retained because the official report lists them separately. Matching names, dates and amounts alone are not sufficient grounds to delete a filed row as a duplicate.
These two contributors account for the $4,000 received in the reviewed periods. They are not presented as the only donors over the PAC’s lifetime or as the source of its entire opening balance. We did not review the earlier funding history for this article. A donor-to-PAC transaction also does not trace a particular dollar to a particular recipient payment.
PAC activity and Republican Party activity are different records
In an announcement dated April 15, 2026, A Better Bedford said it supported Jared Featherstone and Mark McBryant for District 1 County Commission and Nikia Elliott for sheriff in the Republican county primary. The organization describes itself as nonpartisan. That is the PAC’s attributed statement, not an endorsement issued by the Bedford County Republican Party.
A payment, an endorsement, a party nomination and an election result answer different questions. This article does not infer a payee’s Republican affiliation from a committee name or from the PAC’s support. The Republicans and election center retains the separate party-source labels.
Local analysis: readers interested in public spending and accountable government can use this ledger to ask documented questions about political funding. The filings alone do not establish a connection between a contribution and a government contract, vote or policy decision.
October 13 is the next PAC quarterly deadline
The Registry’s 2026 PAC schedule sets October 13 for the third-quarter report covering July 28–September 30. Its next pre-general deadline is October 27, covering October 1–24.
On our October 11 check, the public report list’s latest entry was the July 29 pre-primary filing. That observation is not a claim that a third-quarter report is late: the published deadline had not arrived. Any later filing, amendment or interim report needs its own review before these figures are updated.
This page records the next editorial check; it does not claim a new automatic monitoring schedule.

This is a selected-field transcription, not a replacement for a filed report. Street addresses, personal contact details and unrelated disclosure fields are omitted. Each of the four receipt rows and eighteen disbursement rows is retained. Row identifiers are editorial identifiers, not identifiers assigned by the state.
