What our review of the three ballots found

WorthFighting.org reviewed the three municipal PDFs linked by the Bedford County Election Commission on October 11. Together they contain 15 printed candidate names across nine office contests, plus one local referendum. Shelbyville accounts for eight names, Normandy four and Wartrace three. These are our counts of the printed ballot entries; write-in lines are excluded.

The municipal documents are different from the state and federal sample ballot. The statewide ballot includes party nominees, but the municipal PDFs explicitly label every printed candidate Independent Candidate. That ballot designation does not establish a person’s private party membership, ideology or endorsements. No municipal candidate is relabeled Republican or Democrat in this guide.

Pre-election status: the sample ballots establish the choices printed for the November 3 election. They do not establish winners, vote totals, campaign positions or who will take office.

The mayor’s race has three printed names. Wards 2 and 4 each have two; Ward 6 has one. A single printed name is not an election result. This combined city sample displays multiple wards, so it should not be read as a promise that every city voter receives all three council contests. Check the address-specific record and the county’s district and Shelbyville ward maps.

The guide preserves the ballot’s candidate spellings, including William Christie and Shawn Rueff. It does not substitute a historical officeholder directory for the current candidate list.

Normandy mayor, alderman and unexpired-term ballot

The two alderman entries are separate contests. Jerry Fox and Patricia L. Knier appear under Alderman. Roger John Piggott appears under Alderman — Unexpired Term. Both say vote for one. Combining all three names into one race would misrepresent the ballot. The sample does not state the unexpired term’s end date, so this guide does not supply one.

Wartrace candidates and the liquor referendum

MayorShelia LedereVote for 1
AldermanRandi Cooper; Stephen MonroeVote for 2

Source: official Wartrace municipal sample ballot, printed page 11. The mayor contest has one write-in line. The alderman contest says vote for two and has two write-in lines.

A separate Liquor Referendum — Consumption on the Premises asks voters to choose for or against legal sales of alcoholic beverages for consumption on the premises in the Town of Wartrace. It is a local question, separate from Tennessee’s three constitutional amendments.

Scope of the record: the wording concerns on-premises consumption in Wartrace. The sample ballot is not a business license, a package-store approval, a countywide alcohol referendum or a forecast of tax revenue. We have not verified an implementation timetable, a specific establishment’s application or the amount of any resulting public revenue. Those require separate records.

Local analysis: the useful accountability questions concern how an adopted measure would be implemented, which licensing decisions would follow and what documented enforcement or revenue effects emerge. The ballot itself does not answer those questions or prove that any candidate supports either side.

Which municipal ballot applies to an address?

Use the official county voter-resource page and its voter lookup. Municipal boundaries, electoral wards and a postal city name answer different questions. A Shelbyville mailing address alone does not establish eligibility for a particular city contest.

  1. Confirm the registration address and assigned districts.
  2. Review the state/federal sample plus the relevant municipal sample.
  3. For a Shelbyville council race, confirm the applicable ward.
  4. If the displayed ballot assignment appears wrong, contact the Election Commission at 931-684-0531 before relying on a candidate directory.

The 2026 general-election guide remains the main source for the complete county voter calendar, statewide candidates and precinct references.

Voting dates and location

The county’s dated early-voting notice lists October 14–29, weekdays 8 a.m.–5 p.m., with Saturday voting on October 17 and 24, 8 a.m.–noon. The location is the Election Commission at 100 Public Square West, basement, Shelbyville.

The precinct notice lists Election Day voting on November 3, 9 a.m.–7 p.m. local time, at the voter’s assigned precinct. The 2026 calendar lists October 24 as the absentee-ballot request deadline. Eligibility conditions apply to voting by mail; that is a request deadline, not a ballot-return deadline.

Source discrepancy: the county webpage pairs the October 24 deadline with the words “August Election.” The November heading and dates in the actual calendar and early-voting notice resolve that mismatch. This guide uses those dated documents.

How this reporting was checked

The candidate list was transcribed from the county’s scanned sample ballots and visually checked against their office headings, vote-for instructions and party labels. Printed page numbers 9, 10 and 11 identify the municipal sheets even though each linked PDF has one file page.

Counts describe printed names, not write-in eligibility or turnout. We did not interview candidates or attribute any policy position, endorsement, Republican affiliation or motive to them. Party membership and campaign statements require their own attributable evidence.

Future corrections require a revised official ballot or other authoritative election record. After the election, results should identify their reporting time, precinct completeness and certification status. See the permanent election-results page.
