Is the Washington records deadline ten days?

The current RCW reviewed here says 45 days. Older summaries of Initiative 2081 can describe superseded text.

Does the federal letter say FERPA requires proactive pronoun notice?

The April 30, 2025 letter expressly distinguishes affirmative notification from the right to inspect maintained education records.
