How to Inspect School Surveys Under PPRA
Start with the full instrument, funding and administration details before deciding which consent provision applies.

Steps to follow
- Request the exact survey or evaluation, including branching questions, instructions and any third-party instrument.
- Ask who administers it, whether participation is required, what federal funding supports it, and which grades participate.
- Compare its questions with PPRA's eight protected areas: political beliefs; mental or psychological problems; sex behavior/attitudes; illegal, antisocial, self-incriminating or demeaning conduct; critical family appraisals; privileged relationships; religion; and income except eligibility inquiries.
- Request the district's PPRA inspection, privacy and notice policy and arrange review before administration. Third-party surveys have inspection protections.
- Read the August 26, 2026 SPPO letter alongside the statute: the agency treats covered questioning by school officials as required and interprets the funding relationship broadly.
Deadlines, limits and exceptions
PPRA section 1232h(b)'s prior written-consent rule and section 1232h(c)'s local-policy/notice/opt-out framework are distinct. The August letter is an agency interpretation, not a new statute or a court judgment settling every application.
