Pingree Grove wastewater treatment plant expansion: status and cost records
At a glance
Draft October 5 minutes in the October 19 board packet record Change Order 11 extending the wastewater plant’s substantial-completion date to November 20, 2026. That revised milestone does not prove completion. The original award, later payment requests and final project cost remain distinct figures.
Editorially updated . Individual evidence dates and limitations appear below.
October 30 update: substantial-completion date extended
The October 19 board packet, PDF pages 4–5, contains draft October 5 minutes recording 6–0 approval of Change Order 11, extending the substantial-completion date from September 6 to November 20, 2026. The discussion attributes the extension to equipment/manufacturer delays and phased startup. It says startup, warranty and punch-list work can continue after operation begins.
This is a revised contract milestone recorded in draft minutes, not a declaration that construction is complete. The packet presents those minutes for approval; this refresh did not verify the subsequent approval record.
The draft minutes also record approval of pay application 35 for $460,653.92. Separately, the October 19 agenda requests pay application 36 for $436,300.48. Its staff memo identifies the original construction award as $67,590,000. That original award is not the final project cost, and the agenda request alone does not prove a board vote or payment. Packet, PDF pages 3 and 15–16.
The original publication date, the 2025 forecast and September Change Order 10 amount remain below as historical records.
Earlier record review: October 5, 2026. This page follows the existing Pingree Grove wastewater treatment plant expansion through official project and board records. Construction progress, contract authorization, payment and final completion require different evidence.
What was the wastewater completion forecast?
The village’s 2025 State of the Village presentation, slide 12 described the expansion as about halfway complete and projected substantial construction completion for fall 2026. The village identifies that presentation with the May 5, 2025 board meeting.
That was a forecast at the time of the presentation. The October 5 review did not locate a completion certificate. The later draft minutes described above extend the substantial-completion milestone; this October 30 refresh still does not verify actual completion or final acceptance. Readers should not infer completion because the projected season has arrived.
What did the board approve in September 2026?
The September 8, 2026 approved minutes, item 7(f) record Change Order 10 for $113,704.17, approved 6–0 among members present.
The described work included concrete demolition in the sludge-press building for storage and asphalt extensions around municipal-complex parking. The discussion also identified a credit because a tornado siren did not require relocation. The approved change is not the total project budget, an invoice-paid confirmation or a declaration that the plant was operational.
How much will the expansion ultimately cost?
A reconciled final project cost was not located. The earlier article’s $70 million figure should not be treated as an independently verified final cost. Its original URL contains that figure and has been retained for continuity; the title and summary now reflect the documented record.
A reliable total requires the original construction contract, all approved change orders, engineering and other project costs, financing records, payment applications and final reconciliation. Avoid adding overlapping budget allocations to contract totals.
The FY2026–27 village budget provides the financial-plan context. The budget and spending tracker distinguishes planned expenses from actual payments.
What records would establish the next milestone?
Look for an engineer’s completion certification, board acceptance, final pay application and any required operating authorization. A meeting agenda proposing acceptance would still need the resulting action record. No future approval or completion date is promised here.
Household charges are a separate question: the Pingree Grove water and sewer rate guide explains the posted base and usage rates. The development tracker covers the documented Jewel-Osco and Cambridge Lakes North approvals.
Editorial correction
This update replaces unsupported quotations and broad claims about project financing, benefits and final cost with the linked village records. The 2025 schedule is explicitly labeled as a historical projection.
