Transgender Students and Bullying Reports: Blount County’s Published Complaint Process
The district publishes a general complaint form and protections against retaliation. A submitted report begins an assessment; it does not by itself establish misconduct or promise absolute confidentiality.

The district links a general reporting form
Families raising a bullying concern involving a transgender student can find Blount County Schools’ general bullying complaint materials on its official website. The page provides English and Spanish versions; it does not publish a separate transgender-specific reporting form.
The district’s Student Code of Conduct page also links its 2026–27 handbook. The materials establish a public reporting route, not a finding about any student’s treatment. This report concerns Blount County Schools in Alabama; Oneonta City Schools has a separate administration.
The form asks for specific conduct and evidence
The English complaint form directs submissions to the principal or designee at the affected student’s school, or the appropriate area or district office. It asks for the incident’s date, location, description, witnesses and supporting evidence, and permits additional pages.
For a concern involving gender identity, the distinction between the conduct reported and the student’s identity matters. A factual account can describe what was said or done, when it happened and its effect on school participation without treating identity itself as misconduct. Identifying details belong in the school’s reporting process rather than a public news comment.
Submitting a complaint does not establish wrongdoing
The form expressly warns that submission does not automatically substantiate misconduct. It includes a section for administrators to record action taken and the resolution. Its bullying description references a pattern of intentional behavior and effects such as fear of harm or interference with education.
Those published descriptions do not resolve whether a particular incident meets a policy definition, or which other rule may apply. A report involving a transgender student still requires examination of the conduct, evidence and applicable requirements. No local complaint or disciplinary outcome was reviewed for this article.
The handbook addresses retaliation and limits confidentiality
Printed page 37 of the 2026–27 handbook prohibits retaliatory or intimidating conduct against someone who complains or assists an investigation. It also says administrators may take protective action during an investigation consistent with applicable law.
The same page states that identities will be protected as far as possible but that absolute confidentiality cannot be guaranteed. An option on the form to identify the complainant or witness as anonymous should not be read as a promise that all facts will remain secret. Families can ask the school how reports are handled and who may receive information.
Reporting, school rules and disclosure have separate purposes
A bullying complaint is not a determination of athletic eligibility, restroom access or parental disclosure obligations. Our earlier reports address school athletics, restroom rules and parental disclosure and education records separately.
The district’s form page lists its central-office number as 205-775-1950. Readers can use the official page to obtain the currently linked documents and confirm the appropriate office. This article does not identify a student, allege a local violation or report a new policy vote.
Sources and reporting
We reviewed the district’s public form page, linked English complaint form and current handbook. The article describes general procedures and their relevance to a complaint involving a transgender student; it does not infer a legal classification or individual entitlement from gender identity alone. No report was submitted, no student record was accessed and no local complaint, violation or disciplinary outcome was established. The handbook’s confidentiality limitation is preserved.
