The local policy provides equal treatment
Blount County Schools’ Policy 05.25 on religious expression says students may organize religious activities and use school facilities to the same extent that other noncurricular activities are permitted, subject to constitutional limits on school sponsorship or endorsement.
The published policy lists March 7, 2016 as its last revision and review. WorthFighting.org checked it on October 19, 2026. This is a report on an existing policy, not an announcement of a new school-board vote or a newly approved club.
Participation is voluntary, across religions
The policy says no one may be forced to participate in prayer or another religious activity. It expressly applies its protections to all religions. It also preserves neutral rules addressing discipline, safety and students’ expression.
Its classroom provisions direct schools to assess religious and secular assignments by ordinary academic criteria without rewarding or penalizing religious content. Those provisions explain the district’s broader approach to student expression; they do not make every proposed activity exempt from school rules. Read the local policy.
Federal equal access has a defined scope
The Equal Access Act, 20 U.S.C. §4071, applies to public secondary schools receiving federal financial assistance that have a limited open forum. A school creates that forum when it permits at least one noncurriculum-related student group to meet on school premises during noninstructional time.
Within that setting, the law prohibits denying equal access because of a meeting’s religious, political, philosophical or other speech content. These conditions matter: the statute’s rule should not be described as applying identically to every elementary school or every classroom activity.
Student meetings and school sponsorship are distinct
The federal law’s fair-opportunity conditions include voluntary, student-initiated meetings without school or government sponsorship. School employees attending religious meetings must remain nonparticipatory. Activities cannot materially disrupt education, and outside individuals may not direct, conduct, control or regularly attend student-group activities.
The law also preserves schools’ authority over order, student well-being and voluntary attendance. Equal access concerns students’ opportunity to meet; it does not require the school to endorse a club’s beliefs. Read the statutory conditions.
A directory listing does not provide a meeting schedule
Cleveland High School’s official staff directory lists FCA among one faculty member’s assignments. The listing provides a local point of reference, but it does not establish the current meeting schedule, membership or how a particular meeting operates. Those details require confirmation with the school.
Families can ask their school for its current club list, meeting rules and facilities-request process. Blount County Schools and Oneonta City Schools are separate systems; the county policy reviewed here should not be presented as Oneonta’s policy. Our school-board guide identifies both districts.
Sources and reporting
We reviewed the district’s published policy, the federal Equal Access Act and Cleveland High School’s directory. The policy’s 2016 revision date is separate from our review date. The directory supports only the reported FCA assignment; no meeting schedule, membership, new club approval, complaint or violation was verified. The federal statute’s funding, secondary-school and limited-open-forum conditions are preserved.
