Oneonta, Alabama Library Card Rules: A Guide for Parents

Oneonta Public Library says children's and teen cards now have borrowing restrictions by default, with a parent or legal guardian able to request unrestricted access. Here is what the library currently publishes, how to make that choice, and why an older policy document can cause confusion.

What each card allows

The library’s current notice describes these card options.

Card categoryAccess described in the notice
Restricted children's cardBorrowing from the children's collection; young-adult and adult materials are excluded.
Restricted teen cardBorrowing from children's and young-adult collections; adult materials are excluded.
Unrestricted minor cardA parent or legal guardian may request removal of restrictions through a new application.

The notice was reviewed October 19, 2026; it does not state when the local policy began.

How a parent can change the card setting

The homepage directs parents and legal guardians to visit the library, complete a new library-card application, and select the unrestricted option. Ask staff to confirm the setting on the child's account before the next checkout.

For a useful conversation at the desk, identify the child's existing card and explain the access you want. Ask whether any linked parent account also needs updating. If you want to keep the existing restriction, ask staff to identify which borrowing category applies.

The library's posted registration policy asks applicants for a photo ID and another item showing their current mailing address, and says a staff member must witness the signature. Have those documents available and confirm what is needed for your particular account.

Why the 2024 manual reads differently

Page 15 of the posted manual labels its registration section amended September 4, 2024, effective October 1, 2024. That section describes a parent's signature as providing access throughout the library and links a minor's account to the parent's or guardian's account.

The homepage now requires a new application to remove restrictions. Ask staff how any earlier parental consent is recorded on the account.

The documents do not establish the exact local date when the newer process began. For a borrowing decision, use the current notice's application instructions and have library staff verify the account. Retain a copy of the completed form or written confirmation of the choice you made.

What the Alabama rule says

Alabama Administrative Code Rule 520-2-2-.03 sets requirements for public libraries receiving state aid. Paragraph (2)(k) provides for a restricted standard card for people under 18, preventing checkout from adult collections, while permitting an unrestricted minor card with written parental or guardian consent.

The published rule's amendment history lists February 14, 2026 as the latest effective date. That state-rule date is separate from the older manual's October 2024 date and the library's undated homepage announcement. Keeping all three distinct explains the apparent mismatch without assigning an unsupported date to a local board decision.

Questions the notice does not answer

The announcement does not explain every account scenario. Ask staff about the age boundary between children's and teen cards, how an existing consent form is handled, or what happens when a borrower moves into another age category.

For ebooks and audiobooks, ask specifically whether the setting affects the child's digital account and which controls are available. For a particular title, give staff its name and ask which collection contains it. A collection label and a family's assessment of suitable reading answer different questions.

Where to get the current form

The library's contact page lists 221 2nd Street South, Oneonta, Alabama 35121, and 205-274-7641. Posted hours are Monday and Thursday, 9 a.m.–7 p.m.; Tuesday, Wednesday and Friday, 9 a.m.–5 p.m.; and Saturday, 9 a.m.–2 p.m. Sunday is closed. Confirm holiday or other schedule changes before traveling.

The About page links the policy manual and identifies the library staff and trustees. Start with staff for a card-setting question. If your question concerns the written policy itself, ask which current document governs it and where any later amendment can be read.

For school policies, use the separate Blount County and Oneonta school-board guide. Public-library card settings and school procedures are administered by different institutions.
