How to Compare ESAs, Vouchers and Education Tax Credits

Start with the legal funding model and the student's actual education plan. A headline award is only one part of the choice.

Choose the correct program

An ESA generally restricts an account to several educational uses. A voucher typically pays tuition at an eligible school. A tax-credit scholarship uses donations supported by business tax credits; a refundable family tax credit follows its own award and tax process. Alabama combines a tax-credit structure with an ESA, while Pennsylvania families apply to scholarship organizations. Program names alone do not settle the distinction.

Compare like with like

Select two to four records in the comparison tool. Match the school year, full-year versus partial-year award, permitted school setting and special eligibility category. Iowa's $4,074 spring award should not be compared as though it were its $8,148 full-year award. North Carolina's $17,000 ESA+ category is disability-specific.

Separate access from funding

Broad eligibility does not remove age, residency, application, capacity or school-admission rules. Texas uses funding priorities and a lottery when demand exceeds available money. A family may satisfy eligibility and still lack an award or a school place.

Make a family decision checklist

Ask the agency and school to confirm tuition, required fees, services, transportation, payment timing, assessment rules and the amount your family must pay. Save the written answers. This comparison is general program information, not a decision on any individual student's eligibility.
