How to File a Federal Student-Privacy Complaint
Follow SPPO's current FERPA or PPRA process, including timing and the correct preliminary steps.
Agency allegations, findings, district responses and court orders are labeled separately. Unknown means not established by the records reviewed.
Steps to follow
- Read the official SPPO complaint page and choose FERPA or PPRA based on the right allegedly violated.
- Confirm who can file: a parent or eligible student within the relevant law's rules.
- Ordinarily file within 180 days of the alleged violation or when you knew or reasonably should have known of it. Explain any request for a permitted extension; do not assume one.
- For PPRA, first contact the education agency as required by SPPO's instructions. Prior district contact is encouraged for FERPA but is not stated as a filing prerequisite.
- Use the current official form and submission address. Include dates, specific factual allegations, the request/notice, responses and relevant records; redact unrelated children's information.

A complaint starts a review; it does not establish a violation or guarantee relief. Other legal deadlines may differ. This guide does not calculate an individual's filing deadline or provide legal advice.
Request wording to adapt
Use only information necessary for the school to identify and process the request. This sample is a starting point, not a legal filing.
Create a chronology with event date, document, alleged right affected, school response and supporting attachment. Use that chronology to complete the current official complaint form.
