Southaven xAI Tracker: Home Buyout Offers, Turbine Permits and Court Updates
Track Southaven home buyout terms, the Stanton Road air-permit hearing and separate federal and noise cases. Verified November 3, 2026.
Three questions answered
Which homeowners has the company offered to buy from? Southaven’s October 1 announcement says MZX Tech is approaching selected residential owners near its industrial operations through contracted realtors. It names no owners, parcels or eligibility boundary. The published letter reported by Mississippi Free Press also provides no universal eligibility list. We have not verified a complete recipient list. City announcement · Letter reporting
What permit is being challenged? The state proceeding concerns issuance of MZX Tech LLC’s Prevention of Significant Deterioration Permit to Construct Air Emissions Equipment, Air Ref. No. 0680-00119, for 2875 Stanton Road, Southaven, MS 38671. It is an evidentiary review of a permit already issued. Official notice
What decision comes next? The next confirmed state step is the Permit Board’s November 9, 2026, 9 a.m. Central evidentiary hearing in Jackson. A subsequent board ruling is not an outcome we can predict or date. Separately, plaintiffs’ counsel says the federal preliminary-injunction request remained undecided in its October 30 update; no new hearing date or final merits judgment is established here. Start here: Southaven’s October 1 buyout announcement
The city’s October 1, 2026 announcement describes a selective purchase effort by MZX Tech LLC, an affiliate of the SpaceXAI group. It says the program also seeks housing for company workers and accompanies continuing noise mitigation. Contracted realtors will approach prospective sellers. The mayor says a litigation waiver is expected.
The city publishes no qualifying radius, parcel list, offer formula, deadline, relocation allowance or completed-sale count. These remain undisclosed in that announcement. It does not promise every nearby homeowner an offer. Its claims about compliance and improving noise are the mayor’s statements, not independent findings by this tracker.
Mississippi Free Press’s September 25 report on an undated MZX letter describes a real-estate contract followed by a separate release at closing. The letter says sellers would relinquish claims connected to the plant and the residents’ lawsuit. The report does not identify the letter’s recipients by name or give a fixed purchase price. That letter is evidence of published terms, not proof that all residents received identical contracts.
Before considering an offer: request the proposed purchase contract and release together, an itemized price and closing-cost statement, the property description, contingencies, occupancy/moving terms and the deadline in writing. Ask an independent Mississippi lawyer how the release affects existing or future claims. Keep the offer and correspondence. A purchase offer is not a court award or proof of entitlement to compensation.
November 9 hearing: where, when and what attendance means

Three separate proceedings
| Proceeding | What it addresses | Verified stage and next record |
|---|---|---|
| Mississippi Permit Board | Issuance of the Stanton Road PSD construction air permit, Ref. 0680-00119 | November 9 evidentiary hearing scheduled; watch for an order and minutes. |
| NAACP and Mississippi State Conference v. X.AI Corp. and MZX Tech, No. 3:26-cv-00074-DMB-JMV | Federal Clean Air Act claims about construction and operation of the gas plant | October 30 order denied the companies’ dismissal motion. Counsel reports preliminary-injunction request pending. Watch for the court’s next order. |
| Haley and other residents v. X.AI and others, No. 3:26-cv-00148 | Proposed class action alleging noise, vibration, nuisance and property-related harms | June 8 complaint reviewed. A complete current docket, class-certification ruling, settlement or next hearing was not verified in this review. |
Sources: Permit Board, October 30 federal opinion, residents’ filed complaint.
The federal opinion concerns whether the Clean Air Act claims may proceed, including the companies’ mobile-source exemption argument. It does not award homeowner compensation or decide the residents’ noise case. The opinion describes the issued state permit as covering a different gas plant to be built at the same location, rather than the turbines challenged in that federal complaint. A permit for future equipment does not by itself resolve claims about earlier operations.
The residents’ proposed class area is a litigation allegation, not the buyout eligibility area. The complaint’s allegation of thousands of possible class members is not a finding that thousands have joined or a class has been certified. MZX denies the allegations in its published buyout letter.

What is still needed
A published selection map and written offer terms would clarify who may receive a buyout. Recorded deeds would establish completed transactions, not every person approached. The Permit Board’s final order would establish the state result. Current federal docket orders would establish new injunction or noise-case developments. We have not independently measured noise or emissions, verified every offer, or obtained a complete current docket for the residents’ case.
Read the earlier residents’ noise story and federal-involvement story as dated background. Their earlier characterizations and turbine counts are not a current inventory. Return to the DeSoto County hub.
